Serve in an advisory capacity to the Broward County Commission making recommendations to the Board for the establishment and implementation of joint local homeless assistance and the Homeless Initiative Partnership (HIP) programs with municipalities and private entities within Broward County.
Serve as the local homeless coalition board as defined by Section 420.623, Florida Statutes.
The Board of County Commissioners, on December 7, 1993, approved the Broward County Initiative Report as prepared by the Broward County Homeless Task Force, which recommended the establishment of an advisory board to act as the agent for the Board of County Commissioners in the development and implementation of homeless assistance programs.

Amended by Resolution #2009-315, adopted April 28, 2009, providing for certification of the Partnership Board as the Local Homeless Coalition by the State of Florida Department of Children and Families; providing for additional functions to reflect those requirements; increasing the membership by adding two (2) members appointed by the Homeless Provider and Stakeholders Council; adding three (3) ex-officio members; and changing the quorum requirements.
Twenty-one (21) voting members and three (3) ex-officio members.
(1) The Mayor of the Board of County Commissioners, or a Commissioner designated by the Mayor.
(2) Each Broward County Commissioner shall appoint two (2) members.
(3) Two (2) members appointed by the “Homeless Provider and Stakeholders’ Council.” (see description below).
(4) The director or agency representative of the Broward Outreach Center, Broward Partnership for the Homeless, Inc., and Coalition to End Homelessness shall serve as the three (3) ex-officio members.
Appointed members shall be persons of proven commitment to exploring the complex issues contributing to homelessness in Broward County and presenting reasonable solutions by developing public and private partnerships.
To the extent practicable, members shall be representative of the public and private organizations within Broward County including but not limited to: public housing authorities, regional workforce board, law enforcement agencies, local school district, veterans’ service agencies, Broward County Health Department, primary health care providers, information and referral services providers, nonprofit organizations, homeless or formerly homeless persons, medical facility representatives, funders of homeless services, including businesses, service providers, or advocates representing homeless persons who are mentally ill, substance abusers, veterans, persons with HIV/AIDS, victims of domestic violence, unaccompanied youth, state and local government, homeless advocates, and the religious community.
The Homeless Provider and Stakeholders’ Council (HPSC) is a community-based organization established in cooperation with Broward County’s HIP Division to, in part, provide input and guidance to the Partnership Board, through its representatives, concerning all homeless issues and priorities in Broward County.
No member of the Partnership Board shall vote on any funding recommendations to an agency that the member represents.
Section 1-233 of Chapter 1, Article XII, Broward County Code of Ordinances, as may be amended from time to time.
HIP board members are specifically exempt from the requirement of Section 1-233 which provides that members may only serve on one (1) county board.
