NATURE OF WORK
This is highly responsible professional and supervisory work in the County's Office of Intergovernmental Affairs and Professional Standards (OIAPS).
Work involves providing legal advice and counsel concerning federal, state, and, municipal legislative matters to county elected and appointed officials, employees, and contracted lobbying firms; representing the County's legislative and regulatory interests before the Congress, the State Legislature, and the Executive Branches of the United States and Florida governments; and supervising subordinate staff within the Intergovernmental Affairs Section of OIAPS.
The position incumbent researches legal questions; analyzes legislation for compliance, constitutional, and other legal requirements; prepares bills, resolutions, amendments, and proposed report language; prepares briefs and legal documents; renders legal opinions; investigates claims and complaints including claims legislation brought against the County; advocates county positions at all jurisdictional levels as directed by the OIAPS Director; and coordinates activities with the Office of the County Attorney as directed by the OIAPS Director.
Work requires a high degree of independent judgment in carrying out responsibilities and supervising subordinate staff. Performance is reviewed periodically through conferences, written reports, and program achievement.
Performs legal research and prepares opinions on various legal problems including matters relating to federal or state legislation, rules, regulations and/or guidance, for county commissioners, county administration, department, office and division directors, boards and other county agencies.
Prepares and drafts or reviews and approves legislative lobbying contracts, pleadings, and other legal documents and instruments; reviews such documents and renders opinions as to their legal acceptability.
Reviews and analyzes federal or state legislation, rules, regulations, and/or guidance for legal compliance and impact to county operations; prepares bills, resolutions, amendments and/or report language for submission to federal or state legislative and executive branch representatives.
Investigates claims and complaints relating to legislative claims bills filed by or against the county government; recommends to the OIAPS Director action to be taken; prepares and tries claims bills before designated magistrates of the Florida House of Representatives and/or Florida Senate, as directed by the OIAPS Director, and represents the county government, including appropriate county officials and employees in legislative claims bill hearings.
Provides legal advice to the OIAPS Director, staff, county contract lobbyists, and county officials, directors, and employees concerning related legislative matters, positions, issues, projects and programs; responds to legislative needs and inquiries.
Lobbys for favorable policies and programs to protect the interests of the citizens and government of Broward County; promotes the County's legislative policies, positions, and projects before state and federal legislative bodies including during any sessions of such bodies, and before federal and state executive branches and their agencies.
Supervises subordinate staff performing legislative, lobbying, and/or intergovernmental affairs responsibilities.
Completes all necessary trainings related to emergency management responsibility of the OIAPS, as well as continuing education courses required for Florida Bar licensure.
Performs related work as required.
KNOWLEDGE, ABILITIES, AND SKILLS
Thorough knowledge of municipal, county, state, federal, common law, and constitutional law affecting the county government, including knowledge of judicial and administrative procedures, rules of evidence, and knowledge of established precedents and sources of legal reference applicable to local government activities.
Thorough knowledge in preparing civil law cases and/or administrative cases, analyzing and preparing legal documents, and researching legal problems and preparing legal opinions.
Thorough knowledge of the state and federal legislative process, state and federal agencies, and local governments, including the principles and practices of lobbying, and the interrelationships between governmental entities.
Thorough knowledge of federal, state, and local programs, laws, and regulatory requirements.
Considerable knowledge of county ordinances and charter provisions relating to the authority and functions of county departments.
Knowledge of the principles, practices, and procedures of organization, management, and administration.
Ability to plan, implement, and coordinate technical and administrative programs.
Ability to effectively communicate the County's interests before elected and appointed officials, including the ability to resolve conflicts between various levels of government.
Ability to conduct research, prepare written reports, bill analyses; prepare bills, resolutions, amendments, and report language to further county legislative policies and/or projects.
Ability to plan, direct and supervise the work of subordinates.
Ability to express ideas effectively, both orally and in writing.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited law school; six (6) years experience in professional legal work, including four (4) years experience in the federal or state legislative process and/or lobbying and experience in the supervisory aspects of the work.
NECESSARY SPECIAL REQUIREMENT
Active member of The Florida Bar, in good standing, at the time of application is required.
