WATER RESOURCES MANAGER

NATURE OF WORK

This is advanced professional and supervisory work in planning, developing and implementing water resources programs within the Water Resources Management Division.

Work involves assisting the Division Director with the development of water resources programs and the administration of the Program Development Section of the Division. Work includes assigning and supervising professional and nonprofessional personnel engaged in data collection and compilation, computer modeling and interpretation, and planning programs and projects related to short and long term water quantity and quality considerations. Work is performed with considerable independence within the scope and procedures outlined for the accomplishment of selected programs. Supervision is received from the Division Director by consultations and review of completed work.

ILLUSTRATIVE TASKS

Supervises, hires, evaluates and directs the work of employees involved in technical and support work related to water resources program development.

Reviews and directs the preparation of computer modeling, studies, plans, ordinances, regulations, programs, and obtains agreements for implementation of recommendations at the local, county, regional and state level.

Coordinates water resources planning and programs with other county departments and divisions.

Assists with interviewing, selecting and negotiating with consultants required for studies or projects relating to water quality and quantity, water resources and groundwater; acts as project coordinator and contact person and monitors the progress of these projects.

Meets with county administration, legislators, state and federal agency representatives to discuss or give presentations related to water resources, planning and technical studies and programs.

Serves on committees and task forces at the county, regional, and state level to explore issues, problems and solutions to water related situations.

Keeps local officials informed of trends in funding and implementation and revision of various water resource plans and programs.

Assists staff in the preparation of grant applications and in receiving technical assistance from federal, state and regional agencies.

Plans future section work programs and conducts section meetings for the purpose of gaining input and directing projects.

Acts for the Division Director upon his request or during his absence.

Performs related work as required.

Thorough knowledge of the principles and practices of water resources management and computer modeling.

Thorough knowledge of recent developments, current literature, and sources of information related to surface and groundwater.

Thorough knowledge of research techniques used in the area of water resources.

Thorough knowledge of the movement of ground and surface waters and of the general hydrology of south Florida.

Ability to plan, direct and coordinate the work of subordinates.

Ability to express ideas effectively both orally and in writing.

Ability to coordinate and discuss, with officials at all levels, water programs or problems effecting the county or region.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

A Master's Degree in Geology, Hydrology, Engineering, or related field; thorough experience in programs related to water quantity and quality, water resources planning or management, including considerable supervisory experience; or any equivalent combination of training and experience.
