NATURE OF WORK
This is advanced professional and managerial work overseeing the technical and administrative activities of environmental licensing, compliance inspection, and enforcement activities related to licensing programs within the Department of Planning and Environmental Protection.
Work involves planning, directing and coordinating Licensing Section activities. Employees in this class supervise professional and technical subordinates involved in section operations. Assignments are received from a Division Director in the form of broad instructions or general program objectives. Work is performed with considerable independent judgement within established guidelines. Performance is reviewed periodically through conferences, written reports and program achievements.
ILLUSTRATIVE TASKS
Develops and implements division policies, procedures and programs; makes recommendations; develops program goals and objectives.
Plans, directs and supervises the activities of professional staff; coordinates section budgets, purchasing, personnel, and record keeping activities.
Confers with county officials, contractors, vendors, civic leaders and the general public regarding division operations; addresses public groups; attends professional meetings.
Oversees the review of environmental projects, engineering plans and construction specifications.
Prepares regulations governing the operation and construction of facilities subject to licensing.
Negotiates agreements with regulatory agencies; develops new programs and initiatives and amends existing programs.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the current principles, practices and procedures of environmental sciences, including chemistry, geology, hydrology, biology, ecology, limnology, and engineering.
Thorough knowledge of the applicable laws, regulations and procedures related to environmental sciences, chemistry, geology, hydrology, biology, ecology, limnology, and engineering.
Thorough knowledge of current trends and developments in environmental protection and licensing.
Considerable knowledge of the principles of supervision, organization and administration.
Considerable knowledge of budget preparation and administration.
Ability to plan, direct and supervise Licensing Section operations and activities.
Ability to analyze facts and exercise sound judgement in decision making.
Ability to communicate effectively, both orally and in writing.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in environmental sciences, chemistry, geology, hydrology, biology, ecology, limnology, engineering or related field; six (6) years progressively responsible experience in environmental management and/or licensing, including four (4) years supervisory experience; or any equivalent combination of relevant training and experience.
