EMERGENCY MANAGEMENT SECTION MANAGER

 
NATURE OF WORK
 
This is highly responsible managerial work in emergency planning and intergovernmental coordination of public safety programs and inter-local agreements for the Broward Emergency Management Division EMD). 
Work involves administering the emergency management program as well as developing policy, planning, coordinating, and implementing operational section(s) or function(s) of the emergency management program. Position incumbent is involved in all phases of emergency management for operations and planning, and coordinates activities to reduce the county’s vulnerability to hazards.  An employee in this class may serve as Duty Officer and performs duties as a section chief or branch director during Emergency Operations Center (EOC) activations.
 
Accomplishment of work objectives requires incumbent to exercise supervision over other emergency management personnel, subordinate clerical personnel, county and municipal agency representatives, public safety agencies, and various volunteer and training groups. 
Work is reviewed by an administrative superior for conformance to established policy.  Employee receives broad strategic policy guidance and administrative direction and exercises considerable initiative, independent and professional managerial judgment in the accomplishment of established goals and objectives.
 
ILLUSTRATIVE TASKS
 
Advises and assists the Division Director on all operational and technical matters related to the emergency management program section(s) or function(s) assigned; defines goals and objectives; develops and recommends policies and operating procedures for the implementation of public safety programs and homeland security activities in Broward County.

Assists municipal governments in formulating emergency management plans and reviews for concurrence with the County’s Comprehensive Emergency Management Plan.

Provides inter-governmental coordination and support for Broward County government to all public safety agencies for all projects and programs dealing with the delivery of emergency services within Broward County.

Maintains operational readiness of the EMD and EOC; assigns project management responsibilities to other professional staff and management team members.

Represents EMD and County Administration to community groups and elected bodies throughout Broward County on issues concerning public safety programs and homeland security; serves as the liaison and representative for EMD and County Administration to relevant public safety associations.

Conducts a wide range of administrative functions in supporting EMD and County Administration in the coordination, management, review, and implementation of public safety and homeland security programs in Broward County including public safety communications.

Acts for the Division Director as required.

Performs related work as required.

KNOWLEDGE, ABILITIES, AND SKILLS

Thorough knowledge of the principles and practices of emergency management, emergency planning, public safety, mitigation and coordinated response to emergencies.

Thorough knowledge of state, federal and local laws, ordinances, and regulations dealing with public safety, emergency management, and homeland security.

Thorough knowledge of the Incident Command System (ICS) and the National Incident Management System (NIMS).

Thorough knowledge of the components of a wide variety of emergency management programs.

Thorough knowledge of the principles, practices and procedures of supervision, organization, administration, budgeting, and accounting.

Knowledge of personal computers and effective procedures for their use.

Ability to analyze a variety of administrative, and operational problems and to exercise sound judgment in the decision making process.

Ability to effectively participate in the development of comprehensive plans for unusual emergencies.

Strong interpersonal skills and the ability to effectively communicate in both oral and written forms to prepare accurate, concise, complete and informative materials as well as detailed operating and program budgets and proposals.

Ability to interact effectively in large or small groups as well as with a wide range of individuals in a diverse environment.

Ability to work independently, in a self-directed manner, or as a team member.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four (4) year college or university with major course work in public or business administration or field related in emergency management; six (6) years of progressively responsible experience in a management capacity of public safety and emergency management programs, including two (2) years high level experience in the administrative and supervisory aspects of the work; or any equivalent combination or relevant training and experience. 

NECESSARY SPECIAL REQUIREMENT

Possession of a valid Florida driver’s license.
Proof of completion of the following incident command courses must be submitted by date of hire: 
FEMA ICS-100: Introduction to Incident Command System
FEMA ICS-200: Incident Command System (ICS) for Single Resources and Initial Action Incidents
FEMA ICS-300: Intermediate Incident Command System (ICS) for Expanding Incidents
FEMA ICS-400: Advanced Incident Command System (ICS), Command & General Staff/Complex Incidents
FEMA IS-700: National Incident Management System (NIMS) – An Introduction
FEMA IS-800: National Response Framework - An Introduction
Note: may be required to obtain and maintain a Security Clearance.
