TRANSIT MANAGER

NATURE OF WORK

This is specialized administrative professional, technical and supervisory work managing the maintenance, operational, administrative, or information systems activities of the Mass Transit Division or assisting the division head in the management, development, planning, scheduling and marketing functions of the Mass Transit Division.

Work involves the administration and implementation of directives and programs for the division head within assigned areas dealing with marketing and development, accounting, personnel, purchasing, labor relations, operations, maintenance, development and implementation of an agency-wide automation program strategic plan, and related functions of a mass transit system. Responsibilities include adherence to operational schedules, vehicle maintenance, route scheduling, passenger safety, passenger revenue collection, public relations, budget preparation, administration of the labor contracts, and integration of new technologies with existing application systems.

Supervision is received from an administrative superior who reviews work through conferences and consultations.

ILLUSTRATIVE TASKS

Supervises and consults with subordinates on specific operational problems and routine operations including maintenance, financial, purchasing, personnel, and clerical functions.

Supervises the planning and preparation of transit routes and schedules, daily maintenance pullout assignments, equipment assignments, mileage and revenue records.

Reviews daily maintenance or operating reports to determine any deviation from scheduling or operating standards.

Provides technical assistance in the preparation of specifications for new facilities and equipment.

Administers the labor contract and participates in grievances and arbitration proceedings as related to contract violations or interpretations.

Administers and implements directives and programs within assigned areas; serves as direct communication link with all federal, state, and local agencies.

Reviews and implements all construction contracts for the division.

Conducts public relations and marketing programs to increase the number of bus riders.

Studies and evaluates routes and schedules as related to growth and expansion of the transit system

Meets with the general public to resolve major complaints.

Prepares budget recommendation for division head; administers budget.

Develops and manages the overall automation program strategic plan for an agency to improve and enhance the provision of services.

Provides technical leadership and direction in ensuring the successful integration of new methods and technologies with existing application systems.

Attends meetings and conferences; represents the agency on information system matters.

Manages the daily operations of an agency's information systems group; supervises systems analysts, programmers and/or related technical staff.

Prepares and reviews requirements and cost-benefits, analyses and information system budgets; oversees vendor selection and contract negotiations.

Prepares applications for federal and state grants; prepares reports.

Performs related work as required.

Thorough knowledge of the principles, practices, and procedures of operating a publicly owned mass transportation system.

Thorough knowledge of large vehicle maintenance procedures and requirements.

Thorough knowledge of the principles and practices of marketing, communications and public relations.

Considerable knowledge of the current trends and developments in field of information system technology.

Ability to plan, supervise and coordinate the activities of subordinates.

Ability to communicate effectively both orally and in writing.

Ability to analyze a variety of complex urban mass transit administration and operational problems and to recommend solutions and prepare necessary working procedures.

Ability to set up and maintain training on fleet as needed.

Ability to prepare and present budget and grant proposal.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in transportation, engineering, computer science, or business administration ; six(6)years administrative experience in a mass transit or transportation operation, including four (4) years experience in the   supervisory aspects of the work; or any equivalent combination of relevant training and experience.
