EMPLOYEE BENEFITS MANAGER

NATURE OF WORK

This is highly responsible administrative work managing the Employee Benefits Section of the County's Human Resources Division.

Work involves responsibility for planning, assigning and coordinating a program to improve the benefits available to employees in a cost effective manner. Work includes supervising the activities of subordinate analysts, para-professional and clerical personnel participating in assigned employee benefit programs. Employee receives administrative direction, but has broad latitude for exercising initiative and independent judgement in the performance of work assignments. Work is reviewed through completed tasks, reports and consultations.

ILLUSTRATIVE TASKS

Provides overall direction to the Employee Benefits Section.

Administers a cafeteria plan of selected benefits for County employees.

Reviews and analyzes current benefits and recommends appropriate changes.

Reviews legislative proposals as they relate to benefits for impact on County government.

Prepares complex oral, written and statistical reports.

Develops requests for letters of interest and proposals for providing benefits to County employees.

Participates on the negotiating committee to select vendors to provide medical, dental, insurance and other benefits.

Plans, coordinates and implements an educational program for employees in the areas of health and retirement issues.

Attends meetings, conferences and seminars to remain current with issues in the area of employer provided benefits.

Coordinates inquiries from employees and other agencies.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS



Thorough knowledge of the principles, practices and procedures of group insurance.

Thorough knowledge of federal, state and local regulatory requirements pertaining to group medical, life and disability insurance. Thorough knowledge of the principles of management and their application to public human resources administration.

Considerable knowledge of benefits principles and administration of various benefit programs.

Considerable knowledge of the standard practices in the fields of local government human resources management, budgeting and accounting.

Considerable knowledge of the principles, practices and procedures of organization, management, and administration.

Ability to initiate and install complex benefit and insurance programs and to evaluate their effectiveness.

Ability to exercise judgement and discretion in establishing, applying and interpreting office policies and procedures.

Ability to plan, direct and supervise the work of a staff of professional, paraprofessional and clerical employees.

Ability to express ideas effectively both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four-year college or university with major course work in public or business administration, human resources management or related field; six (6) years progressively responsible experience in planning and implementing an employee benefits program in a large public or private organization; including four (4) years supervisory experience; or any equivalent combination of relevant training and experience.
