PORT EVERGLADES FOREIGN TRADE ZONE OPERATOR

NATURE OF WORK

This is specialized administrative and supervisory work in the operation of the foreign trade zone of the County's Port Authority.

Work involves planning, organizing and directing the activities of the foreign trade zone. Work requires administrative and supervisory responsibility to ensure compliance with the laws and regulations governing the receipt, storage, shipment and destruction of foreign and domestic merchandise moving through the foreign trade zone. Work is performed with considerable independent judgement and initiative, with general supervision by an administrative superior. Work is reviewed through conferences, written reports and observation of results achieved.

ILLUSTRATIVE TASKS

Plans, directs, and supervises the activities of the foreign trade zone regarding the movement of foreign and domestic merchandise; approves customs forms in compliance with customs regulations; acts as United States Customs liaison.

Maintains foreign trade zone tenant relations and responds to trade zone tenant requests; ensures compliance with foreign trade zone and customs regulations.

Develops and implements policies and procedures regarding the operation of the foreign trade zone; develops long range plans for foreign trade zone growth and expansion.

Supervises clerical staff in the maintenance of inventory and customs records; prepares special reports as required.

Develops programs and makes presentations to potential tenants regarding the features and benefits of the trade zone.

Inspects trade zone facilities and storage areas to ensure compliance with regulations, safety and efficient operations.

Prepares section budget, develops narrative information, monitors expenditures and develops performance objectives and goals; ensures that proper revenue accounting methods and controls are implemented.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of the principles, practices and procedures of a foreign trade zone.

Considerable knowledge of all federal, state and local regulatory requirements applicable to the management and operation of a foreign trade zone.

Considerable knowledge of customs rules and regulations.

Knowledge of budget preparation and administration.

Knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to assign and supervise the work of staff performing operational functions in a manner conducive to full performance and high morale.

Ability to analyze facts and exercise sound judgement in decision making.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in public or business administration, international business or closely related field; considerable administrative experience in supervising the activities of a foreign trade zone; or any equivalent combination of training and experience.
