NATURE OF WORK
This is specialized work in a county division, office, section or unit purchasing operation with responsibility to bind the county for commodity and/or services requirements within an authorized bid threshold.
Work involves the procurement of commodities, including the review of electronic requisitions, preparation of written quotations, analysis of quotation responses and preparation of purchase orders. Duties include bid research and procurements from existing State contracts. Work is performed with limited supervision by a superior to ensure conformance with established policies and procedures.
DISTINGUISHING CHARACTERISTICS
This classification is distinguished from the position of Procurement Assistant I by the greater independence of actions and by the additional experience required.
ILLUSTRATIVE TASKS
Assists personnel with developing specifications; reviews specifications used as a basis for quotations on user agency requisitions.
Obtains competitive quotations from vendors; analyzes responses to determine lowest and best vendor; prepares and places purchase orders; and prepares documentation for proper files on each procurement.
Reviews existing State contracts for applicability to existing user agency requirements and issues requisition referencing State contract if State contracted items match user agency requirements.
Interviews vendors regarding commodity applicability to agency use.
Researches price agreements, confirms that they are current and verifies terms of agreement.
Monitors past due purchase orders and delinquent vendor quotations which are delaying placement of orders.
Daily use of a fully automated computer system to include facets of the procurement module.
Assists as directed, in research for formal bid requirements.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of purchasing methods and procedures for acquiring commodities and of the laws, rules and regulations pertaining to the procurement of commodities and services.
Knowledge of the grades, qualities, supply sources and market factors of commodity categories frequently required by users in the assigned division, office, section or unit.
Knowledge of automated procurement systems.
Ability to obtain and interpret market prices and trends and to apply such interpretations to procurement problems.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
Skill in the use of a computer and procurement related software.
DESIRABLE EXPERIENCE AND TRAINING
Graduation from high school with course work in purchasing and personal computers; experience in a private sector or governmental procurement operation; or any equivalent combination of training and experience.
