COMMUNICATIONS NETWORK TECHNICIAN II

NATURE OF WORK

This is advanced analytical and technical work in the operations and maintenance of a data communications network in a large, centralized data processing operation. This position is responsible for ensuring that the data communications network is maintained and available for use by network users.

Incumbent interfaces with all users of a data communications network, monitors the operations of network related hardware and software, and performs problem diagnosis with users on remote devices to determine the proper course of action to return the system to normal. Employee maintains frequent communications with the network users and provides notifications of planned maintenance, outages or changes in network status, and interfaces with centralized data processing personnel as well as outside vendors on problems. Supervision is received from an administrative supervisor who reviews the work through conferences and personal observations for satisfactory functioning of data communications systems.

DISTINGUISHING CHARACTERISTICS

This classification is distinguished from the Communications Network Technician I classification by the more advanced level duties and by the additional experience required.

ILLUSTRATIVE TASKS

Interfaces with all network users in the areas of device hardware/software problems, line, cabling, and modem problems.

Prepares and maintains incident logs regarding user network problems.

Determines whether problems are caused by hardware, software, or operational procedures and involves the responsible parties to ensure prompt and satisfactory resolution.

Notifies vendors concerning terminal, line and modem problems.

Coordinates changes to be made in data communications software and hardware to resolve network-wide system problems.

Insures adequate documentation and implements procedures for detailed reporting in summarizing problems and reasons for downtime.

Assists in the acquisition of data communication hardware; installs and tests new data communications hardware and diagnostic equipment.

Provides technical training and instruction to other data communications and section staff.

Interfaces with outside vendors and checks their work for completion.

Fixes and repairs network components.

Troubleshoots network components for problem determination and resolution.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of the operating characteristics of terminals, lines, modems, and various protocols.

Considerable knowledge of methodology and theory used by various communication systems in providing data communications transmissions.

Strong analytical skills and problem solving methodology.

Ability to communicate clearly and concisely both orally and in writing.

Ability to coordinate and perform the installation and maintenance of communication equipment for mainframes, minis, micros, and LAN environments.

REQUIRED EXPERIENCE AND TRAINING

Graduation from high school, supplemented by college level course work in electronics, computer science or related field or completion of a vocational/trades school certification program in electronics, computer science or related field; four (4) years experience in troubleshooting and repairing the network components in a large mainframe communication environment; or any equivalent combination of relevant training and experience.
