PROPERTY SPECIALIST II

NATURE OF WORK

This is specialized supervisory work in the control of all tangible personal property owned by the County.

Work involves supervision of employees who maintain computerized records accounting for all fixtures and other nonconsumable personal property in county departments, divisions, agencies, boards, and authorities. Employees in this class review and maintain records of transfers, acquisitions, and disposal of personal property including supervision of physical inventories of property. Work is performed with considerable independence on a daily basis. Work is reviewed upon completion for desired results through conferences, reports, and observation of work activities.

DISTINGUISHING CHARACTERISTICS

This classification is distinguished from a Property Specialist I by the supervisory responsibilities over subordinates in the Tangible Property Section, and by the responsibility for decision making according to appropriate administrative procedures.

ILLUSTRATIVE TASKS

Maintains computer database of all tangible property.

Designs and executes management reports pertaining to tangible property.

Plans, assigns, and supervises the work of subordinates in the Tangible Property Section.

Determines which items of property are to be included in the county tangible personal property inventory.

Makes recommendations to the division director on property to be transferred from one agency to another, or that which is to be declared surplus; coordinates disposal of property with the Purchasing Division.

Reviews and recommends disposition on sub-custodian appointments of division and department directors, according to appropriate administrative procedures.

Makes recommendations on forms and procedures for property inventories.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of property inventory methods and procedures.

Considerable knowledge of state statutes and local ordinances, governing the control of governmental tangible personal property.

Considerable knowledge of computer database systems as applied to maintaining property valuation records.

Ability to communicate clearly and concisely, both orally and in writing.

Ability to supervise and appraise the performance of subordinates.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from high school supplemented by college level course work in business administration or computer science; experience in property control and computer database maintenance, including some supervisory experience; or any equivalent combination of training and experience.
