NATURE OF WORK
This is responsible payroll accounting work in the classification, analysis and reporting of payroll, benefits and personnel data.
Work involves maintaining and supervising the maintenance of payroll and related financial records, and conducting audits, using an automated and integrated payroll and human resources system. Work includes preparing payroll reports and statements, and reviewing records for compliance with applicable laws and regulations. Employees in this classification exercise considerable independent judgment within established policies and procedures, and are supervised by an administrative superior.
This class is distinguished from Payroll Specialist I by the greater responsibility for auditing, and the additional education and experience required.
Audits general ledger transactions related to payroll expenses, payroll vouchers and paychecks; assists in the balancing of accounts.
Supervises and audits the work of subordinate technical and clerical personnel.
Prepares and analyzes payroll related journal entries and liability payments.
Prepares quarterly and annual reports required by state and federal laws.
Assists in the supervision of new hire, retirement and benefits processing.
Monitors and performs internal and external electronic transmission uploads and downloads.
Perform related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of accounting principles and practices as related to payroll administration.
Knowledge of state and federal laws pertaining to payroll practices.
Knowledge of regulations governing child support orders, levies and garnishments.
Knowledge of Civil Service Rules and Regulations and Bargaining Unit Contracts as related to wages.
Ability to utilize electronic data processing equipment in the maintenance and analysis of fiscal and accounting records.
Ability to present information clearly and concisely in oral and written form.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited two-year college or university with major course work in accounting or business administration; three (3) years experience in payroll accounting in a large, diverse organization; or any equivalent combination of relevant training and experience.
