NATURE OF WORK
This is administrative and professional accounting work in assisting in directing, maintaining and reviewing Port Everglades general accounting activities and GAAP financial reporting.
Employee of this class is responsible for assisting in directing and coordinating the general accounting of the Port. Work involves supervision and assisting in planning, organizing, developing, and implementing the Port's financial accounting system to meet management needs, county and state requirements, and federal regulations. Employee assists in the preparation and review of fiscal statements and reports and the initiation and conduct of special studies over a staff of professional accounting and clerical personnel. Employee performs the more complex accounting responsibilities utilizing computerized accounting systems and spreadsheets. Employee is expected to conduct assigned areas of responsibility with a high degree of independence, receiving instruction and advice only on matters involving significant departures from established policy. Special assignments are received in the form of general instructions outlining desired objectives.
Assists in planning, organizing and directing the Port's accounting functions, including general accounting for assets, liabilities, revenue and expenses, payroll and check processing and the preparation of related financial reports.
Assists in developing and implementing the Port's accounting system to meet management needs, state requirements and federal regulations.
Ensures that all Port Everglades accounting is performed in accordance with the prescribed accounting and administrative standards and regulations.
Assists in the preparation of the quarterly, and annual financial reports, annual budget, and in numerous specialized reports.
Supervises subordinates in the preparation of financial statements according to established procedures, and in other bookkeeping and clerical activities.
Performs more complex accounting assignments utilizing computerized accounting systems and spreadsheets.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles and practices of general governmental and municipal accounting.
Thorough knowledge of applicable laws, regulations and procedures governing the receipt and expenditure of public funds.
Thorough knowledge of modern accounting and office procedures and equipment, including the application of electronic data processing to the maintenance and analysis of fiscal data.
Considerable knowledge of the principals of supervision, organization and administration.
Knowledge of the current literature, trends and developments in the field of governmental accounting.
Ability to assist in planning, directing and coordinating the work of subordinates.
Ability to express ideas effectively orally and in writing.
Ability to evaluate and to develop and install revisions in established accounting systems, procedures, records and controls.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four (4) year college or university with major course work in accounting, and six (6) years progressively responsible professional experience in accounting work involving complex financial statement preparation, account reconciliation and accounts payable supervision, including two (2) years experience in a supervisory or administrative capacity; or any equivalent combination of relevant training and experience.
SPECIAL QUALIFICATION REQUIREMENT
Competency in current word processing and spreadsheet applications.
Candidates possessing current Florida C.P.A. Certificates are preferred and will be given preference in the rating and selection process.
