NATURE OF WORK
This is professional and administrative work coordinating the design, development, installation, and maintenance of all hardware and software required to functionally operate an Enhanced 9-1-1 Public Safety Answering Point.
Work involves the coordination of advanced technology employed by the communications centers, which include: digital PBX and key telephone systems, the trunked 800 MHz radio systems, recording equipment and the Computer Aided Dispatch (CAD) systems. Work includes coordinating and developing the operations of an Emergency Back-up Enhanced 9-1-1 system for the cities and county. An employee in this class is responsible for coordinating, planning, and designing major technical telecommunications projects with vendors. Position incumbent supervises technical subordinates engaged in researching inquiries relating to Enhanced 9-1-1 addresses within service area and annexed areas. Work is reviewed through conferences, written reports and observation of results obtained.
Coordinates and manages all actions related to the design, acquisition and implementation of major telecommunications projects associated with the Public Safety Answering Points, including budget preparation and needs assessment.
Analyzes research data for use in preparing trends and forecasts for long range planning requirements, budget projections and cost estimates for the operation of an Enhanced 9-1-1 system.
Prepares and coordinates the preparation of reports and recommendations based on research conducted and information obtained relevant to telecommunications; edits and critiques reports and recommendations submitted for review in order to ensure that the Florida State Statute standards and guidelines have been followed.
Acts as liaison between state, local government, public agencies and State 9-1-1 Coordinators/Managers.
Attends conferences, meetings and seminars to be knowledgeable of significant educational and technological advancements having an impact on functional and operational programs relating to aspects of communications.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of research techniques and the sources and availability of current information applicable to the specification and installation of telecommunications systems.
Considerable knowledge of applicable State, Federal and County laws, rules and regulations pertaining to Enhanced 9-1-1 and Public Safety operations.
Considerable knowledge of project management techniques, including project schedules, programming, concept studies, critical path and economic analysis.
Ability to initiate and install special programs or projects and to evaluate their effectiveness.
Ability to evaluate and formulate operating programs to determine if office goals and objectives have been met.
Ability to research telecommunications, data and telephone systems requirements, and proposals including formulating and evaluating alternatives.
Ability to manage short and long-range projects to include status reporting, milestone payments, change orders, etc.
Ability to plan, organize and coordinate work in situations where numerous diverse demands are involved.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four-year college or university with major course work in business, public administration, communications or related field; four (4) years of knowledge in varied administrative work, research technique program planning and evaluation of telecommunication systems including two (2) years supervisory experience; or any equivalent combination of relevant training and experience.
