SENIOR EMPLOYEE ASSISTANCE PROGRAM COUNSELOR

NATURE OF WORK

This is advanced professional work in the performance of counseling, consultation, training, and related administrative work assisting county employees in the Employee Assistance Program.

Work involves providing crisis intervention, diagnostic interview, assessment, referral, and case management services to employees and family members who are participating in the Employee Assistance Program.

Work also involves providing consultation to directors, supervisors, and union representatives regarding troubled employees.

Position incumbent provides follow-up evaluations of employee progress, prevention and education services, and assistance with organizational development.

Work is performed within established policies and procedures and is reviewed by a superior through conferences, reports, and observation of performance.

ILLUSTRATIVE TASKS

Conducts diagnostic assessment interviews with employees and significant others to determine the nature and extent of problems; involves the employee in treatment planning; facilitates referral to appropriate treatment provider or program; monitors employee compliance with treatment plans.

Functions as lead counselor for high-risk employees.

Researches and networks with mental health and chemical dependency service providers, as well as community resources, to establish an appropriate range of referral services for employees.

Provides follow-up, support, case management, and quality assurance services.

Provides substance abuse assessment and follow-up services to employees covered by U.S. DOT regulations, following the DOT Substance Abuse Professional (SAP) guidelines.

Provides on-site crisis intervention and follow-up services in response to extraordinary traumatic incidents.

Consults with administrative personnel in all county departments, divisions and offices, as well as with union representatives; develops strategic action plans for management of troubled employees.

Provides organizational development services as required.

Develops and conducts various didactic/process trainings for management, employees, and other target work groups as needed.

Performs related work as required.

KNOWLEDGE, ABILITIES, AND SKILLS

Thorough knowledge of methods, procedures and practices of employee assistance as a specialized discipline.

Thorough knowledge of addictions and clinical counseling skills.

Thorough knowledge of systems theory and/or organizational development theory.

Broad understanding of Broward County organizational structure, culture, mission, and internal operations and dynamics.

Considerable knowledge of current laws, developments and literature regarding employee assistance.

Knowledge of mental health and chemical dependency service providers, as well as community resources, appropriate for employee referrals.

Ability to provide counseling and treatment to troubled employees.

Ability to communicate effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

A Master's Degree from an accredited college or university with major course work in clinical psychology or clinical social work or related field, and six (6) years professional counseling experience in a mental health or clinical setting including three (3) years of professional counseling experience in an EAP setting; or any equivalent combination of relevant training and experience.

NECESSARY SPECIAL REQUIREMENTS

State of Florida License as Clinical Psychologist or Clinical Social Worker, Mental Health Counselor, or Marriage & Family Therapist. Must obtain U.S. DOT designation as a Substance Abuse Professional (SAP) within one (1) year of date of employment.
