HUMAN SERVICES SECTION MANAGER II

NATURE OF WORK

 

This is responsible administrative and managerial health and human services work in an agency within the Department of Human Services.

 

Work involves supervising and coordinating the activities of professional, supervisory, technical and support staff assigned to a large section of a major health and human services program or to a large health and/or human services program within the Human Services Department. Employees in this class are required to apply advanced knowledge and skills in developing section or program objectives, operating procedures, and systems of monitoring and evaluating service delivery. Supervision is provided through regular conferences with an administrative superior.

DISTINGUISHING CHARACTERISTICS

The classification of Human Services Section Manager II is distinguished from Human Services Section Manager I by the assignment to a large section of a major health and human services program, to a large health and/or human services program, or to more than one section or program.

ILLUSTRATIVE TASKS    

 

Administers and evaluates the operations of   complex , multi-disciplinary service delivery systems for a large section of a major health and/or human service program, a large health and/or human services program, or more than one section or program.

 

Assists in contract negotiations for arranging services that would benefit the delivery of services for the section, program, or Division.

 

Attends conferences and professional meetings to plan, improve, and coordinate the delivery of human services in the community.

Coordinates and oversees the referral process for clients who may be eligible for social services offered outside of the scope of care of the section, program, or Division.

 

Designs and operationalizes new or enhanced program services within the section or program.

 

Depending upon area of assignment, develops and offers contract compliance training to contracted community providers of health and human services.

 

Develops and implements strategic plans to improve programming or services in the section or program.

Develops, evaluates and monitors the objectives, program procedures, internal procedures and performance appraisal systems for the section, program, and/or Division, as required.

 

Implements, directs, and monitors crisis response procedures and interventions during an emergency situation.

 

Maintains administrative liaison among various county, state and federal agencies.

May authorize and monitor client service expenditures.

May conduct presentations and hold public forums related to the programs and/or services provided by the section, program, and/or Division.

 

May develop a continuing in-service training program for section or program staff.

 

May develop collaborative partnerships and coordinate service delivery with other community agencies and human service stakeholders.

 

May work with other community agencies to identify and reduce duplication of services and to create initiatives for the development and implementation of alternative/flexible services identified by health and human services workers as needed within the community.

Participates in budget development and monitors revenue and expenditures for section, program and/or Division programs and services.

Participates in leadership meetings and activities to promote the ongoing success of the section, program, and/or Division in providing quality care for BrowardCounty residents.

 

Participates in the collection and evaluation of research data for the purpose of program planning and development and to maintain or develop currency on trends in program improvement.

 

Participates in writing or preparing grant applications; manages grants assigned to the section or program throughout the funding year; researches funding sources.

 

Plans and directs the work activities of subordinate staff assigned to the section or program; evaluates staff performance.

Prepares and compiles reports, correspondence, memoranda and position papers using basic computer-based software applications.

 

Promotes careers in the health and human services field by fostering individual career advancement.

Serves as a member of performance improvement committees and/or teams to promote ongoing improvement and organizational compliance with regulatory bodies.

 

Supervises and coordinates the activities of staff assigned to the section or program.

 

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS           

 

Thorough knowledge of the methods and principles of management and social work administration and supervision including budgeting and staff development.

 

Thorough knowledge of social work or program principles, techniques, and practices and their applications to specific casework as well as community problems.

 

Thorough knowledge of governmental and private agencies and institutions and the ways in which these resources may be made available to clients.

 

Considerable knowledge of the provisions of state public welfare laws and regulations

Ability to communicate clearly, both orally and in writing.

 

Ability to learn and apply knowledge of local community resources.

 

Ability to supervise and coordinate the activities of staff service workers and supervisors engaged in a wide variety of financial services, therapeutic and/or social casework activities.

Ability to use a personal or lap-top computer and business software applications.

 

Ability to write narrative, technical, and other business reports.

 

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

 

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, ethnicity, religion, age, gender, disability, sexual orientation, marital status, or political affiliation.

REQUIRED EXPERIENCE AND TRAINING

 

Master’s degree from an accredited college or university with major course work in social work, sociology, gerontology, psychology, or other field directly related to the area of assignment and six (6) years of experience in social services casework and/or group counseling or other work closely related to the area of assignment and including four (4) years of supervisory experience; or any equivalent combination of relevant training and experience.
