SAFETY AND HEALTH SPECIALIST

NATURE OF WORK

 

This is field and technical work in occupational health and safety for County Risk Management Division.

Work involves assisting management in identifying and evaluating workplace hazards in County operations.  Safety & Health Specialist conducts audits to determine compliance status, and identifies and evaluates conditions and potential for exposure. 

 

Duties include comprehensive workplace assessments for moderate to high level hazards; compliance assistance; data analysis; report writing; risk communication; and policy development and implementation. 

 

ILLUSTRATIVE TASKS

 

Assess the County’s low-to-moderate hazard facilities, processes and operations for compliance with pertinent safety and health standards; identify and evaluate conditions, practices or equipment that may be hazardous to the health or safety of County employees or the public and recommend appropriate corrective actions.

Conduct comprehensive workplace exposure monitoring using environmental testing equipment as needed. 

Prepare written reports and executive briefs summarizing findings and recommendations.

Track status of recommended corrective action and provide periodic status reports. Analyze trends in Divisions’ safety and health performance, including incidents and findings. 

Stay abreast of occupational safety and health regulations, standards, guidance and industry best practices. 

Provide technical assistance in moderate to complex occupational safety and health matters, including but not limited to recommending appropriate equipment and protective gear for given operations. 

Develop, coordinate and communicate occupational safety and health policies and related compliance programs. 

Coordinate and deliver general and subject-specific training programs to address complex safety and health issues as necessary to satisfy compliance directives. 

Performs related work as required.

 

KNOWLEDGE, ABILITIES AND SKILLS

 

Knowledge of occupational safety, occupational/environmental health, and/or industrial hygiene. 

Knowledge of pertinent regulations, standards, guidance and industry best practices including but not limited to OSHA, NIOSH, CDC, ANSI, EPA, and NFPA. 

Ability to identify and evaluate potential occupational hazards following recognized scientific principles. 

Ability to counsel affected parties factually regarding potential safety or health risks and the precautions necessary to avoid adverse effects. 

Ability to keep confidential personal and business information obtained during the course of work, except when required by law or overriding health and safety considerations. 

Ability to use personnel and ambient exposure monitoring equipment. 

Ability to generate technical data and compare results to published recommendations and/or standards. 

Ability to prepare fully supported technical reports. 

Ability to guide CountyDivisions in the implementation of health and safety compliance programs.

Ability to use internet and other sources of information to obtain useful information in support of occupational safety and health initiatives. 

Ability to prepare and present a broad range of occupational health and safety training programs. 

Ability to communicate clearly and concisely both verbally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of the County’s Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.

 

REQUIRED EXPERIENCE AND TRAINING

 

Graduation from an accredited four (4) year college or university with major course work in the physical or biological sciences, engineering or related field; two (2) years experience in anticipating, identifying and evaluating chemical, physical and biological hazards; or any equivalent combination of relevant training and experience. Board eligibility (ABIH and/or BCSP) a plus. 

 

NECESSARY SPECIAL REQUIREMENT

 

Possession of a valid Florida driver’s license.
