NATURE OF WORK
This is highly responsible professional, supervisory and administrative work in planning, coordinating and reporting activities as they relate to capital construction projects for the Public Works Department.
Works involves the development and administration of internal policies and procedures for Project Managers in the Public Works Department for managing/monitoring construction projects. Work includes assisting in the development of audit controls to ensure cost effective and cost efficient methods of managing construction projects. Work also includes analyzing, coordinating and tracking data regarding capital construction projects for reporting to the Board of County Commissioners and other Department Heads. Employees in this class supervise professional and clerical subordinates engaged in processing, tracking and reporting of information and documents pertaining to construction projects, change orders, consultant agreement amendments, Minority and Women Business Enterprise program ( M/WBE) participation on contracts under the purview of the Department , and usage of annual open-ended contracts. Work is reviewed through conferences, written reports and observation of results obtained.
· Coordinates, plans and manages activities as they relate to Public Works capital construction projects.
· Manages the database system (Project Management Information System) to track and prepare reports for capital construction projects for the Public Works Department and Community Services Department.
· Coordinates and prepares reports on current change order status for capital construction projects.
· Coordinates and prepares reports regarding M/WBE participation on County contracts.
· Plans and develops internal policies and procedures as they relate to the Project Management Information System.
· Plans, coordinates and implements training for Project Managers and support staff on the Project Management Information System.
· Coordinates and administers the annual budget which includes review and approval of all procurement; may prepare the annual operating budget; monitors and approves reallocations of funds to these budgets.
· Acts as liaison to construction contractors and consultants.
· Assists in the preparation and maintenance of those sections of the Internal Control Handbook and numbered procedure memoranda applicable to the administration and management of construction projects.
· Assists in resolving disagreements between Project Managers, consultants and contractors and other County agencies that impact the timely and economic completion of capital construction projects.
· Responds to requests for assistance and provides guidance on contractual matters for Project Managers and Construction Management Specialists who oversee Public Works capital projects.
· Coordinates and administers the approval procedure for construction contract change orders, amendments ,authorizations , and concurrence memos regarding M/WBE status for same.
· Coordinates preparation and submittal of the Monthly Construction Status Report.
· Researches and analyzes data and prepares management reports and recommendations on procedures related to construction contract change orders and consultant agreement amendments and M/WBE participation in order to monitor and streamline the process.
· Researches, produces, assembles and presents training programs and materials concerning project management procedures that focus on improving accountability.
· Performs related work as required.

· Knowledge of the County Procurement Code and Internal Control Handbook requirements for contracting capital construction projects.
· Knowledge of federal, state, and local laws developments, policies and guidelines in the field of small business enterprise.
· Knowledge and experience in the applications of accounting principles and practices.
· Knowledge of computer software utilized in producing reports.
· Ability to gather, analyze data, and prepare written reports on findings.
· Ability to express ideas effectively both orally and in writing.
· Ability to plan, direct and coordinate the work of professional, paraprofessional and clerical personnel.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in public or business administration or related field; four (4) years experience in project management and administration, or any equivalent combination of relevant training and experience.
