PROPERTY MANAGER

NATURE OF WORK

This is highly responsible technical and administrative work in property management for the Fort Lauderdale/Hollywood International Airport (an FAA 139 Airport) and the North Perry Airport (a general aviation facility).

Work involves responsibility for managing and coordinating a variety of property management functions. Duties include lease administration, real estate, financial and management reporting, tenant relations and building operations. Employee in this class supervises subordinate staff engaged in a variety of property management functions. Assignments are received either orally or in writing. Work is performed independently with general supervision from an administrative superior. Performance is reviewed periodically through conferences, written reports and evaluation of results obtained.

ILLUSTRATIVE TASKS

Develops policies, procedures and priorities to meet established goals of the Property Management Section.

Negotiates, develops and prepares leases, development agreements, permits, amendments and other property agreements for office buildings, warehouses, open ground storage and other facilities at Fort Lauderdale/Hollywood International and North Perry Airports.

Initiates and develops responsible contacts with Airport tenants to ensure favorable working relationships among departmental administration, tenants, Airport clients and the community.

Periodically inspects, evaluates and monitors the Airports' lease holds and facilities for compliance with terms and conditions contained in leases and property agreements and with established departmental policies and FAA regulations; supervises subordinate staff responsible for a variety of property management functions.

Determines non-compliance and makes recommendations to an administrative superior for corrective action.

Reviews and evaluates applications for leases and permits and makes recommendations to provide for maximum financial return and utilization of the Airports' properties and facilities.

Coordinates with insurance adjustors on claims of public liability and damage claims received from the public using the airport.

Maintains accurate records of all lease agreements for property and space rentals; identifies effective dates and termination dates, description of property, annual rental obligations, company name and any special agreements.

Assists in preparation and monitoring of budgets.

Prepares special reports as required.

Attends conferences and public and professional meetings.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of the principles and practices of real property management, commercial and industrial property leasing and contact management.

Considerable knowledge of all federal, state and local laws and regulations pertaining to the leasing of real property at airports.

Considerable knowledge of the principles and practices of business and public administration.

Considerable knowledge of various Airport properties including nature, condition, location and potential use.

Knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to negotiate and prepare complex leases and property agreements for the leasing of real property.

Ability to plan, implement and coordinate technical and administrative programs.

Ability to plan, direct, coordinate and supervise the work of subordinates.

Ability to express ideas effectively, both orally and in writing.

Ability to carry out complex oral and written instruction.

Ability to analyze facts and exercise sound judgement in decision making.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from an accredited four-year college or university with major course work in public or business administration, airport management or related field; considerable experience in property management and lease administration including experience in the supervisory aspects of the work; or any equivalent combination of training and experience.

NECESSARY SPECIAL REQUIREMENT

Possession of a valid Florida Driver's License.
