NATURE OF WORK
This is highly responsible management and administrative work in planning, organizing, and directing the County’s audio–visual operations, including supervision of audio/video technicians in the production of broadcast and webcast programming and digital media, and management and oversight of the infrastructure supporting the County’s audio-visual program.
Work is performed with considerable independence and requires the exercise of good judgment making sound decisions in a fast-paced, highly visible environment. Supervision is received from an administrative superior who reviews work for attainment of overall audio–visual program objectives.
Direct and produce the broadcast and webcast of government meetings and other internal and external audio/video programming.
Manage audio-visual content management tools, including selection and acquisition of appropriate programming for 24/7 online video channel and digital media.
Research, recommend and oversee acquisition of infrastructure, equipment and props to support a quality audio-visual operation, and ensure a current and accurate inventory is maintained. Assist in capital program planning.
Troubleshoot hardware and software issues and interface with audio/video technicians, County’s information systems technicians, and vendors as needed to maintain performance of operations.
Manage activities required to produce innovative and informative original audio/video programs, including on-camera interviews, computer animation, press release footage, music, and professional narration.
Conduct research, recommend and develop scripts, schedule production activity and ensure audio/video production schedules are adhered to.
Serve as technical director to transport and assemble audio and video equipment on location; set up and operate cameras, lighting and audio equipment, and monitor and adjust equipment during production sessions.
Maintain up-to-date knowledge about current and new technologies in audio/video production, graphic and web design that relates to current/future projects, and make recommendations for improvements.
Direct and counsel subordinates on work-related activities and prioritize day-to-day workflow of audio/video technicians to meet deadlines.
Review work of subordinates for efficiency and quality assurance through observation and reporting methods.
Maintain and compile statistical data, including logs and files of audio-visual operations.
Perform related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
• Technical competence in audio/video systems, including thorough knowledge of best practices, techniques, technology and standards of audio/video production and shot composition, video content management, digital audio/video for DVD/CD, graphic and web design, web hosting or other electronic distribution.
• Thorough knowledge of multi-media production, including standard video production, graphic creation, DVD authoring techniques, raw audio/video editing, music overlay techniques, digital video effects and graphics, and non-linear editing systems and equipment (e.g. digital tape decks, DVD/CD players and recorders, etc.).
• Thorough knowledge in the operation of a computer, post-production equipment and systems, editing and sound studio systems, and graphic and digital design software programs.
• Thorough knowledge of audio/video planning, researching, scripting, blocking, organizing, storyboarding, editing, lighting, and staging.
• Thorough knowledge of principles and practices of supervision, organization and administration.
• Ability to communicate effectively, both orally and in writing.
• Ability to adapt quickly and calmly to changing priorities and assignments, and exercise sound judgment in decision-making.
• Ability to read and interpret technical documents.
• Ability to interpret and present abstract ideas in creative forms.
• Ability to carry equipment weighing over 30 pounds for extended periods of time.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in audio/video production, digital design, or related field; six (6) years of experience in video and audio production, including four (4) years in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
NECESSARY SPECIAL REQUIREMENTS:
Must possess a valid Florida Driver’s License.
