PORT EVERGLADES SECURITY AND SAFETY CONTRACTS ADMINISTRATOR

NATURE OF WORK

This is highly responsible professional and administrative work in planning, organizing and directing the security contractual services for the County's Port Everglades Department to ensure services are performed at the cost committed to by the contracted services through contract administration, liaison with port tenants and quality assurance monitoring.  

This includes the administration of the Port Everglades interlocal agreement with the Sheriff of Broward County for Seaport security and law enforcement services and BSO Fire Rescue.

Work also involves preparation, award, monitoring, administration and evaluation of bids and contracts negotiated with various public or private agencies for items related to security.

Assignments are received in the form of general verbal and written instructions. Work is performed independently with general supervision by an administrative superior.

Performance is reviewed through conferences and written reports.

ay to day point of contact for Port Everglades on routine matters pertaining to the administration and implementation of the BSO/Port Interlocal Agreement including, but not limited to: monitoring of Sheriff’s performance; identifying changes, when needed, and arranging for their implementation in the Interlocal Agreement; preventing disputes; and approving payment requests.

Responds to emergency incidents when Port assets are threatened by supervising repairs and maintenance of equipment located at access control points including gate arms, security booths, fences, locks, gates and walls.  

Tracks the temporary assignments made by the Sheriff via each payroll’s vacancy report and notify the Port District Chief within 7 days of any Sheriff Staff member working his/her second shift.

Reviews records of incidents provided by the Sheriff, including crimes, moving violations, traffic accidents, security breeches and security related incidents which have the potential to significantly impact the economic viability of the Port.

Discusses with supervisors cases where security contractors are not achieving contract performance goals, or are not following required procedures so that corrective action can be taken; identifies deficiencies and advises contractors of need for corrections.

Creates bid specifications in order to award security maintenance contracts to qualified firms.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of the principles, practices   and procedures of contract administration.

Ability to learn about industries at the port, seaport operations, and Port Everglades layout.

Ability to plan, implement and coordinate technical and administrative programs.

Ability to effectively express ideas, orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with departmental staff members, security personnel, port tenants, outside contractual vendors, the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four (4) year college or university with major course work in Accounting or Finance or business administration, or related field; four (4) years experience in contract development and contracts/grants administration and two (2) years supervisory experience, or any equivalent combination of relevant training and experience.

NECESSARY SPECIAL REQUIREMENT

Possession of a valid Florida Driver's License.
