DIRECTOR OF HOMELESS INITIATIVE PARTNERSHIP

NATURE OF WORK

 

This is highly responsible, professional, and administrative work in planning, organizing, and directing the activities of the County's Homeless Initiative Partnership Division.

 

Work requires extensive knowledge of local, county, state and federal human service, social service structures, services to the homeless, housing programs, policies and procedures.   Work involves responsibility for administration and direction of a comprehensive array of homeless programs, as well as management of contracted services for the homeless.   Assignments are received in the form of broad policy statements with wide latitude for determining methods and procedures.   Work is performed independently with general supervision by an administrative superior.   Performance is reviewed periodically through conferences and written reports.

 

ILLUSTRATIVE TASKS

 

Administers the County’s comprehensive homeless services and contracts.

 

Directs the operations of the County's Homeless Initiative Partnership Division including the design and development of appropriate systems to administer services to the homeless.

 

Responsible for liaison with the Commission and appointed Homeless Initiative Partnership Advisory Board.

 

Prepares proposed and final budgets for the Division for presentation to the department director.

 

Implements internal controls and a quality assurance management strategy to promote and ensure excellence of service delivery.

 

Monitors, reviews and evaluates County services, activities, and expenditures for the homeless.

 

Develops, implements, and maintains strategic, fiscal, and capital improvement plans for the Division.

 

Acts as contract administrator for funds allocated by the Board of County Commissioners for private for-profit and not-for-profit organizations.

 

Coordinates the activities of the Division and its sections with those of other county divisions, as well as local, state, federal and private for-profit and not-for-profit organizations with comparable organizational directives.

 

Serves as county representative on homeless continuum of care programs in relationship to the needs of the citizens and is responsible for reorganization with departmental and County Administrator's approval.

 

Attends conferences and public and professional meetings.

 

Performs related work as required.

 

KNOWLEDGE, ABILITIES AND SKILLS

 

Thorough knowledge of federal, state, local and private sources of funding and ways in which to obtain resources for homeless programs and services.

 

Thorough knowledge of the principles and practices of providing services to the homeless population.

 

Thorough knowledge of the principles of management and their application to the administration of governmental affairs.

 

Thorough knowledge of the principles and practices of public and business administration.

 

Thorough knowledge of basic budgetary principles and procedures.

 

Through knowledge of basic laws and practices governing confidentiality.

 

Considerable knowledge of the principles, practices, and procedures of organization, management, and administration.

 

Ability to utilize basic computer software programs and management of information systems.

 

Ability to exercise judgment and discretion in establishing, applying and interpreting Division policies and procedures.

 

Ability to initiate and install administrative programs and procedures and to evaluate their effectiveness.

 

Ability to direct the operation of assigned sections and programs.

 

Ability to carry out complex oral and written instructions.   Ability to express ideas effectively, both orally, and in writing.

 

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

 

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, ethnicity, religion, age, gender, disability, sexual orientation, marital status, or political affiliation.

 

REQUIRED EXPERIENCE AND TRAINING

 

Graduation from an accredited four (4) year college or university with major course work in the social sciences, public or business administration, or other field closely related to this assignment; six (6) years of experience in the programmatic and fiscal management of social/human service delivery systems, which must have included four (4) years of experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
