AVIATION DIRECTOR OF AIRPORT EXPANSION (AEP)

NATURE OF WORK

This is highly responsible supervisory, engineering and administrative work in project planning, organizing and directing design development and construction management of major construction projects for the Aviation Department.

Work involves responsibility for the administration of contracts and direction of professionals for development and construction activities at county-owned airports and related facilities. Position incumbent is required to use a wide range of engineering, construction and technical knowledge and management skills to administer all engineering and construction activities. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Administers the Department’s major construction program, directs through subordinates the project planning, scheduling and coordination of division activities; develops policies, procedures and priorities to meet established goals.

Develops, implements and maintains strategic, fiscal and capital improvement plans for the Aviation Department’s construction programs.

Prepares and monitors division budget and prepares special reports as required.

Represents the County before community groups, service organizations and civic committees to promote the development and use of airport facilities.

Attends conferences and public and professional meetings.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of airport development and engineering.

Thorough knowledge of all federal, state and local regulatory requirements applicable to airport operations, development and construction.

Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the principles, practices, and procedures of organization, management, and administration.

Ability to administer construction contracts.

Ability to plan, implement, and coordinate technical and administrative programs.

Ability to coordinate airport development and operation plans with federal, state and local governmental agencies.

Ability to control design and construction in a manner which causes minimum disruption to airport operations.

Ability to understand computer programming and computer modeling, analyze data and interpret results.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four (4) year college or university with major course work in engineering,   or construction management related field; six (6) years experience in construction management or engineering preferably at a large-hub airport, including considerable high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
