CHIEF MEDICAL EXAMINER

NATURE OF WORK

This is highly responsible professional and administrative work in directing the overall operations of the Medical Examiner Division.

Work involves the development and formulation of policies and procedures of a County-wide forensic medical program and includes overall responsibility for the administration and direction of forensic medical programs as mandated by Florida State Statutes, Chapter 406. The Chief Medical Examiner (Director) exercises independent judgement in directing the activities pursuant to the Florida State Administrative Code, Section 11-G-2 which prescribes investigative protocols and procedures required of the District Medical Examiner. Work is reviewed by an administrative superior through conferences and written reports.

ILLUSTRATIVE TASKS

Administers the County's forensic medical programs; directs through subordinates the planning, scheduling and coordination of divisional activities; develops policies, procedures and priorities to meet established goals.

Makes continuing studies and periodic reports and recommendations for the improvement of the forensic medical program.

Directs the review of cases through analysis of autopsies, laboratory findings and case investigation reports.

Conducts training conferences for professional staff members, local law enforcement officers and resident medical examiners in forensic pathology.

Develops and maintains professional working relationships with hospital authorities and the medical community.

Represents the Medical Examiner's Division at meetings and conferences.

Directs the maintenance of all records in the Medical Examiner's Division and the disposition of unclaimed corpses and effects.

Testifies in court as an expert witness.

Prepares and monitors division budget and prepares special reports as required.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the overall operation of the Medical Examiner Division.

Thorough knowledge of established policies for deciding jurisdiction of cases, as well as investigative procedures for determining causes and manner of death.

Thorough knowledge of established policies and procedures for receiving, storing and releasing bodies.

Thorough knowledge of the principles, practices, instruments and methods used in the collection and processing of post-mortem evidence.

Thorough knowledge of the procedures involved in detecting, analyzing, evaluating and interpreting manifestations and symptoms of physical conditions from pathological examinations.

Considerable knowledge of microscopy, toxicology, ballistics and investigative techniques as they relate to forensic medicine.

Considerable knowledge of rules of evidence as they apply to the preservation of specimens from a post-mortem examination.

Considerable knowledge of principles and practices of general medicine and surgery.

Considerable knowledge of Chapter 406, Florida Statutes and other laws relating to the functions of the Medical Examiner.

Ability to present findings in court in a logical manner.

Ability to express ideas effectively, both orally and in writing.

Ability to plan, supervise and coordinate the work of subordinates in a manner conducive to full performance and high morale.

Ability to understand, anticipate and control legal liabilities for the county government and the public.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

Skill in the use of microscopes, surgical tools and other equipment used in investigations.

Skill in the performance of autopsy techniques.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from an accredited school of medicine or osteopathy; thorough experience in the practice of pathology and certified by the American Board of Pathology in Anatomical and/or Clinical Pathology and/or qualified by training and/or years of experience to sit for and pass the requisite Forensic Pathology certification requirements of the Board.

NECESSARY SPECIAL REQUIREMENT

Licensed as a medical doctor by the State of Florida.
