ENVIRONMENTAL ASSESSMENT AND REMEDIATION MANAGER

NATURE OF WORK

This is advanced professional and managerial work overseeing the technical and administrative activities of environmental contamination assessment and remediation programs within Broward County.

Work involves responsibility for providing overall direction and administration of local environmental contamination remediation and cleanup projects. Duties include planning, assigning, and reviewing the work of a professional staff of Engineers and Hydrogeologists engaged in the review of engineering and hydrogeological documents and designs. Incumbents exercise considerable independent judgment in the application of the principles and practices of planning, directing, and coordinating a variety of environmental remediation projects. Assignments usually are received in the form of broad instructions or general program objectives. Supervision is exercised over professional Engineers and Hydrogeologists. Work is reviewed for general adherence to established guidelines and procedures.

ILLUSTRATIVE TASKS

Assists the director in the development and implementation of divisional policies, procedures, and programs; makes recommendations; develops program goals and objectives.

Schedules, assigns, supervises, and participates in the analysis and review of engineering and hydrogeological studies and designs prepared by consultants.

Establishes guidelines for reviewing consultants' plans and specification; develops policies and procedures for processing consultants' invoices, requisitions, and purchase orders.

Plans, assigns, supervises, and reviews the activities of professional staff members; assists in preparation of annual budgets, purchasing, and record keeping activities.

Confers with county officials, contractors, vendors, civic leaders, and the general public regarding divisional operations; addresses public groups; attends professional meetings.

Oversees and coordinates the Environmental Response Program.

Oversees and performs the technical review of remedial action plans; negotiates agreements with regulatory agencies and consultants; develops new initiatives and amends existing programs.

Signs and seals engineering plans, drawings, and documents.

Performs related work as required.

KNOWLEDGE, ABILITIES, AND SKILLS

Thorough knowledge of the principles and practices of engineering as applied to the design, construction, and maintenance of pollution abatement systems.

Thorough knowledge of local, state, and federal programs and regulations regarding assessment and cleanup of soil and groundwater contamination and the emergency response to hazardous materials incidents.

Thorough knowledge of the current literature, trends, and developments in the field of engineering, environmental assessment and remediation, and emergency response to hazardous materials incidents.

Considerable knowledge of established policies, procedures, and regulations.

Considerable knowledge of the principles of supervision, organization, and administration.

Considerable knowledge of budget preparation and administration.

Ability to analyze facts and exercise sound judgement in decision making, particularly as related to engineering principles and design.

Ability to exercise judgement and discretion in devising and installing policies and procedures for the administration of environmental assessment and remediation programs.

Ability to plan, direct, and coordinate the work of subordinates.

Ability to establish and maintain effective working relationships with consultants, contractors, supervisors, and department/division officials.

Ability to conduct meetings with consultants, contractors, and representatives of other agencies.

Ability to communicate effectively both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials, and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in civil, chemical, or environmental engineering; thorough progressively responsible experience in professional environmental assessment and

remediation work including considerable supervisory experience; or any equivalent combination of training and experience.

NECESSARY SPECIAL REQUIREMENTS

Registration as a Professional Engineer in the State of Florida.

SPECIAL NOTE

In those instances in which a registered engineer signs any document for the County in the performance of his/her regular work, that employee shall be accorded such protection and immunity from any lawsuit as a result of his/her conduct, within the scope of his/her employment to the extent provided by the law.
