RISK ADMINISTRATIVE MANAGER

NATURE OF WORK

This is highly complex administrative and specialized Accounting and budgeting work directing and coordinating fiscal functions for Broward County's Self Insurance Fund, the Purchased Insurance Program and the Owner Controlled Insurance Program (OCIP) that are administered by the Risk Management Division. The Self Insurance Fund is an Internal Service Fund which provides Workers' Compensation, General Liability, Auto Liability, Mass Transit Liability and Medical Malpractice coverage for all County Agencies and Elected Offices.

Work involves responsibility for the administration and management of fiscal operations, including policy and procedure development, supervision of accounting and clerical personnel, planning and budget development for the Self Insurance Fund and the Purchased Insurance and OCIP Programs.

Work is performed with considerable independent judgment within established policies and procedures. Employee is required to exercise extensive initiative and independent judgment in all areas of assignment. Supervision is received from both the Assistant Director and Director and is subject to review and evaluation through conferences, attainment of desired management objectives and conformity with established policies and procedures.

ILLUSTRATIVE TASKS

Manages the fiscal operations of the Self Insurance Fund and the Purchased Insurance and OCIP Programs; directs the planning, scheduling, directing, and coordinating of all associated activities; develops policies and procedures to meet goals.

Supervises and participates in the formulation, preparation and control of the Self Insurance Fund budget.

Supervises and participates in the formulation and preparation of the Workers' Compensation and General Liability Premium Models for the Self Insurance Fund for all County agencies and Elected Offices.

Supervises and participates in the forecasting of premiums and divisional allocations for all purchased insurance policies.

Supervises and participates in the forecasting of OCIP premiums and agency allocations.

Supervises and participates in the preparation of the annual actuarial study of the Self Insurance Fund.

Serves as primary liaison with internal and external auditors, State auditors, actuaries, etc. in regards to fiscal and Risk Management application operations and Risk Management policies and procedures.

Prepares a variety of written documents including study plans, special and regular reports, applications, organization analysis and work flow charts.

May be assigned to direct various phases of divisional administrative operations.

Performs related work as required.

Develops and manages the overall automation strategic plan for highly specialized Information Systems required to support the daily operations of the Self Insurance Fund

Manages the daily operations of the Risk Management information systems section and supervises systems analysts and technicians.

Supervises and participates in requirements analyses; prepares cost-benefit analyses; serves as Project Manager and oversees the RLI process, vendor selection and contract negotiations.

Provides Risk Management application leadership and direction.

Serves as primary liaison with internal and external auditors, State auditors, actuaries, etc. in regards to fiscal and Risk Management application operations and Risk Management polices and procedures.

Prepares a variety of written documents including study plans, special and regular reports, applications, organization analysis and work flow charts.

May be assigned to direct various phases of divisional administrative operations.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of the standard practices in the fields of local government, budgeting and governmental accounting.

Considerable knowledge of the principles and practices of Self Insurance and Risk Management.

Considerable knowledge of principles of supervision, organization and administration.

Ability to gather and analyze data and draw conclusions.

Ability to analyze, monitor and resolve complex fiscal, operational and policy related problems.

Ability to plan, organize and coordinate the work of subordinates.

Ability to prepare detailed written reports and procedures.

Ability to communicate effectively, both orally and in writing.

Ability to analyze facts and exercise sound judgment in decision making.

Ability to work within an established County technology strategic plan and standards.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

REQUIRED EXPERIENCE AND TRAINING:

Graduation from an accredited four year college or university with major course work in business administration, accounting, risk management or related field; six (6) years experience in accounting and budgeting for Self Insurance Funds; or any equivalent combination of training and experience.
