RISK INSURANCE & CONTRACTS MANAGER

NATURE OF WORK

 

This is professional and administrative work in development and maintenance of the risk management program of evaluating risk exposures to the County.

 

Work involves the review of contracts, leases, license and general agreements, and CountyOrdinances to determine the County’s risk exposure and to establish insurance coverage requirements for vendors and third parties doing business with BrowardCounty.

 

ILLUSTRATIVE TASKS

 

Evaluation of the extent of liability in the scope of services and commodities procured by the County, through the review and analysis of bid specifications, requests for proposals, requests for letters of interest and emergency procurements.

 

Determines risk exposure and develops appropriate insurance requirements and language for contracts, lease agreements, and professional service agreements.

 

Reviews contracts for insurance purposes and monitors or evaluates appropriate insurance certificates for vendors doing business with BrowardCounty.

 

Represents BrowardCounty ’s Risk Management Division at selection/negotiation meetings and pre-bid conferences as an advisory for the committee; at special events and activities sponsored by the County and in presentations to departments/divisions concerning insurance requirements.

 

Reviews incoming Certificates of Insurance for compliance in accordance with established requirements.

 

Plans, assigns and reviews work of assigned section staff.

 

Serves as system administrator for an automated insurance requirements and certificate of insurance tracking and monitoring system.

 

Provides training to County Contractor Administrators in regards to insurance requirements and their responsibilities.

 

Issues Certificates of Insurance for the County’s self-insured plans when requested by outside entities.

 

Keeps abreast of developments concerning potential loss exposures through legislation and legal decisions and discusses deviations and/or substitutions were applicable.

 

Assists County departments/divisions with insurance requirements issues.

 

Advises and confers with CountyAttorney’s office regarding insurance requirements for legal documents.

 

Performs related work as assigned or required.

 

 

KNOWLEDGE, ABILITIES AND SKILLS – REQUIRED AT TIME OF HIRE

(Applicants are expected to possess the required Knowledge, Abilities and/or Skills listed below prior to being hired for positions in this job title)

 

Considerable knowledge of property and casualty insurance, including State rules and regulations.

 

Considerable knowledge in the review of contracts and leases.

 

Considerable knowledge of governmental procurement processes including bid specifications, RFPs, RLI’s, etc.

 

Considerable knowledge of computer systems and applications.

 

Considerable knowledge of County operations and types of insurance risks associated with such operations.

 

Considerable knowledge of indemnification agreement language and procedures, property and casualty insurance coverage, policies and procedures.

 

Ability to prepare training materials and provide training to large groups of County employees.

 

Ability to interpret legal documents and contracts in regards to insurance requirements and insurance language.

 

Ability to develop insurance requirements and language for contracts, lease agreements to assure compliance with insurance requirements.

 

Ability to communicate clearly and concisely, orally and in writing.

 

Ability to plan, direct and coordinate the work of subordinates.

 

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty’s Ethics and Conflict of Interest Policies.

 

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.

 

 

REQUIRED EXPERIENCE AND TRAINING

 

Bachelor’s degree with major course work in Business Administration, Public Administration, Computer Science or related field; four (4) years experience in an administrative capacity reviewing and evaluating contracts and leases;   four (4) years experience in a supervisory and training capacity; and one (1) year experience in performing risk management analysis for multiple types of insurance coverage or additional college level courses in Risk Management and Insurance; or an equivalent combination of relevant training and experience.

 

 

NECESSARY SPECIAL REQUIREMENT

 

Must possess a valid State of Florida 5-20 or 2-20 insurance license.

 

Possession and retention of a valid Florida State Driver’s License.
