NATURE OF WORK
This is supervisory and advanced technical work in the enforcement of land use zoning regulations and plan review work.
Work involves supervising and coordinating land use and zoning inspection work. Employees in this class supervise and train subordinate senior code enforcement officers and code enforcement officers who enforce zoning and other land use codes. Assignments require the use of considerable initiative and independent judgement. Work is reviewed through an analysis of work reports and conferences.
This classification is distinguished from a Senior Code Enforcement Officer by the responsibility for independent operating decisions based on experience and knowledge of operations, and the supervisory responsibilities.
Evaluates performance, makes recommendations for hiring/firing and disciplinary actions.
Supervises and participates in the work of the Code Enforcement Board and other non-compliance hearings.
Supervises and participates in plan review and site plan development.
Provides current land use and zoning information relative to zoning regulations to the general public.
Supervises the work of Code Enforcement Officers and Senior Code Enforcement Officers to determine if new and existing uses of land and property comply in all respects to the zoning and land use regulations; ensures violations are corrected.
Reviews reports submitted by senior code enforcement officers and code enforcement officers to determine work levels and effectiveness of training and knowledge of codes and procedures.
Receives correspondence pertaining to a variety of code enforcement inquiries; researches and answers correspondence.
Participates in field inspections for code compliance.
Consults with contractors, architects, property owners and other county agencies.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of the county zoning regulations, rules and procedures specific to area of assignment.
Considerable knowledge of all other applicable regulations, administrative and procedural requirements pertaining to area of responsibility.
Considerable knowledge of office and supervisory practices and procedures.
Considerable knowledge of survey and legal description data and the use of applicable mathematics to perform in area of responsibility.
Ability to read and interpret building plans, site plans, development plans, aerials, zoning maps and specifications relating to regulation requirements in area of responsibility.
Ability to interpret and explain land use zoning regulations, rules and procedures to the public.
Ability to communicate effectively, orally and in writing, and to submit reports and maintain regulatory records.
Ability to supervise and train subordinates in a manner conducive to full performance and high morale.
Ability to recognize deviations from code requirements and from established policies and procedures; takes appropriate action when necessary.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

REQUIRED EXPERIENCE AND TRAINING
Completion of two years of college level course work; supplemented by course work in code enforcement; four (4) years experience in code and zoning enforcement work applicable to area of assignment; two (2) years experience in a supervisory or administrative capacity; or any equivalent combination of relevant training and experience.
NECESSARY SPECIAL REQUIREMENT
Possession of a valid Florida Driver's License.
Completion of Level I and Level II certification through Florida Association of Code Enforcement.
Associates Degree in Landscape Technology and Xeriscape certification as required by area of assignment.
