HOUSING PROGRAM CONSTRUCTION SUPERVISOR

NATURE OF WORK

This is advanced technical and administrative work in the enforcement of the Florida Building Code and related regulations as they relate to Housing Development Programs.

Work involves responsibility for the supervision of the construction components of Housing Development Programs to ensure adherence to the Florida Building Code and applicable standards of construction, maintenance and safety. Incumbent supervises, reviews and approves cost estimates and work write-ups, and coordinates bidding activities. Supervision is exercised over a small group of technical housing inspectors. Work is performed with considerable independence within established codes, regulations and technical guidelines and is reviewed by administrative superiors through conferences and reports.

ILLUSTRATIVE TASKS

Plans, organizes and supervises construction projects.

Plans, assigns and supervises the work of subordinate inspectors.

Reviews code standards and departmental regulations, recommending changes when needed; reviews and checks cost estimates, bid specifications, plans and sketches prior to proposed construction; recommends changes and improvements.

Confers with building officials, contractors, home owners and other interested parties; explains and interprets building codes and regulations.

Evaluates contractors' performance on quality, quantity, following procedures and timeliness.

Creates and develops work forms and architectural drawings; prepares requests for architectural/engineering consulting services and maintains and updates master bid specifications.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of minimum housing requirements and the Florida Building Code.

Considerable knowledge of cost estimating and specification writing.

Considerable knowledge of possible defects and flaws in building construction and of effective corrective measures.

Considerable knowledge of the codes and regulations governing building construction and of modern development, current literature and sources of information in the field of building construction and inspections.

Knowledge of Housing and Urban Development housing programs.

Knowledge of office practices and procedures.

Some knowledge of architectural drawings and design details.

Ability to plan, coordinate and supervise the progress of construction projects.

Ability to prepare cost estimates and specifications.

Ability to understand and interpret construction plans, diagrams and specifications.

Ability to maintain regulatory records and to prepare and submit reports.

Ability to supervise and review the work of subordinates in a manner conducive to full performance and high morale.

Ability to explain and enforce regulations firmly, tactfully and impartially.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, gender, disability, sexual orientation, or political affiliation.

REQUIRED EXPERIENCE AND TRAINING

Associate of Science Degree in Construction Management or Building Code Enforcement or closely related field; four years of experience in construction and building inspection including two years of experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.

NECESSARY SPECIAL REQUIREMENT

Possession of a Florida General Contractor's License. Must have and maintain a valid Florida driver's license.
