COMMUNICATIONS NETWORK TECHNICIAN IV

NATURE OF WORK

This is technical work directing activities in the design, test, and maintenance of a complex, County-wide data communications network environment that includes a large mainframe, minis, and LANS's.

Work involves administrative responsibility to assign, plan, and provide technical direction and supervision to the data communications staff. Duties include reviewing and approving network designs, evaluating new data communications developments, recommending equipment and modifications, conducting cost-benefits studies and analysis, and effectively interacting with other departments, agencies and outside organizations. Work involves developing a work plan based on results from a site visit to determine the job complexity, and estimates the time, materials, and resources required to complete data communication projects. Work is reviewed by an administrative superior through meetings, status reports, and evaluation of achievements.

DISTINGUISHED CHARACTERISTICS

This classification is distinguished from the Communications Network Technician III classification by the more advanced level of duties, additional education and experience required, and the supervisory responsibilities.

ILLUSTRATIVE TASKS

Plans, assigns, directs, and supervises the data communications staff to provide maximum network availability, ensuring the timely resolution of communications problems, and coordinating requests for data communications repair and installation services.

Documents the procedures for basic troubleshooting methods to be used with the County's communication components.

Reviews reports of problem trends to avoid potential problems or situations and to look for improved ways to solve customer's needs.

Organizes the repair and installation workload and estimates the job requirements for manpower assignments and projections.

Reviews the customer site analysis to determine job dependencies, prioritizes the workload, and orders necessary equipment.

Provides quality customer service and satisfaction.

Trains new and existing staff in troubleshooting techniques and repair service methods.

Organizes and administrates this section's process to prioritize and complete the user departments' requests for communication services and to monitor their progress.

Interfaces with County agencies to determine service needs and coordinates the efforts for the timely completion of customer service requests.

Provides necessary documentation and procedures for communications and related problems and resolutions.

Successfully interfaces with other Office and section members to troubleshoot and repair the County's on-line network.

Supervises the installation and maintenance of new and existing communications equipment.

Provides technical research, review, consultation and recommendations on network hardware and diagnostic equipment acquisitions.

Supervises the installation, testing, and evaluation of network diagnostic equipment.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of theories and methodologies currently used in communication systems to provide data transmissions through various types of computer lines and protocols.

Considerable knowledge of data communications characteristics of terminals, lines, modems, diagnostics equipment, and LAN components.

Considerable knowledge of current technology and developments in the data communications field.

Knowledge of supervisory principles and practices.

Knowledge of sources of information and current developments in the field of data communications, troubleshooting, and diagnostic equipment.

Knowledge of how to provide quality customer service.

Ability to work in close cooperation with other members of the support team to provide data communications support.

Ability to discuss, evaluate, and recommend the relationships and advantages of the various communications equipment modes, standards, and protocols as related to frequency, amplitude, and phase modulation.

Ability to work in a dynamic office environment.

Ability to plan, direct and coordinate the work of subordinates.

Ability to communicate, clearly and concisely, the impact of data communications related technical information to non-technical personnel.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Completion of two years of college level course work in data communications, information systems, computer sciences, or related field; considerable experience in the field of troubleshooting, repairing, and installing network components in a large mainframe environment, including experience in the supervisory and administrative aspects of the work; or any equivalent combination of training and experience.
