NATURE OF WORK
This is advanced specialized technical work in the investigation and adjustment of public liability and Worker's Compensation claims.
Work involves the investigation and negotiation of claims for alleged damages and personal injury arising from the operation or use of county property and from county employment. Work involves application of specialized investigative and evaluative techniques to determine the degree of liability and to achieve an equitable settlement. Work is performed with independent judgment in accordance with established policies and procedures. Work is reviewed by an administrative superior through observation of investigations and negotiations in progress, conferences, reports and for attainment of factual data upon which settlement is made or for which higher level disposition and legal action is required.
This class is distinguished from Claims Adjustor I by the responsibility for independent decision-making based on experience and knowledge of operations.
Reviews and analyzes reports of accidents including property damage and bodily injury to determine liability; reviews and analyzes Worker's Compensation claims and recommends appropriate action.
Conducts field accident investigations by locating and questioning witnesses, claimants, law enforcement officers, and other parties; obtains signed statements of incidents.
Assists in the gathering of formal evidence by taking photographs, preparing diagrams and making measurements at accident scene; arranges for witnesses to appear at legal proceedings; and prepares accident reports.
Consults on injury cases with various medical personnel in order to ascertain the extent and cost of treatment, loss of earning capacity and prognosis; confers with county physician on employment limitations.
Maintains accurate records of cases in progress and prepares reports for claims determination.
Maintains and prepares periodic statistical reports accounting for all funds collected and disbursed; prepares and submits documentation for approval of all variations in cost and collection.
Disburses on site payments and makes collections when appropriate or as directed by superior.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of investigative and adjustment techniques, procedures and practices involving bodily injury and property damage claims.
Considerable knowledge of the general theory and content of public liability negligence and Worker's Compensation laws.
Knowledge of local government, organization, functions, and safety provisions.
Ability to analyze facts and exercise sound judgment in negotiation adjustment and investigation matters.
Ability to obtain information through interview and investigative methods.
Ability to keep and maintain records and to prepare and submit accurate reports.
Ability to analyze accidents from written reports and location investigations.
Ability to express ideas clearly and concisely, both orally and in writing.
Ability to perform unsupervised field work under varied conditions.

REQUIRED EXPERIENCE AND TRAINING
Graduation from high school supplemented by specialized training or college level course work in insurance and adjusting; two (2) years experience in adjusting Worker's Compensation claims; or any equivalent combination of relevant training and experience.
NECESSARY SPECIAL REQUIREMENT
Possession of an insurance adjustor's or Worker's Compensation license from the State of Florida Insurance Commission, and possession of a valid Florida Driver's License.
