GRANTS ADMINISTRATOR

NATURE OF WORK
 
This is highly responsible professional and administrative work involving planning, coordinating, and directing centralized grants research and administration across all County departments.  Work involves the coordination of pre-award planning, grant writing activities, and post-award oversight of funded projects; database development and maintenance; advising on the formation of County policies and programs as they pertain to grants in Broward County; providing training in the areas of grant program development and grant management best practices; and serving as the resident expert for all grant-related activities.
 
Work requires considerable knowledge of local, county, state, and federal grants policies and procedures.  The incumbent must exercise independent judgment in operational procedures, strategic planning, and development of a coordinated grant-related structure.  Responsibilities include the supervision of professional and administrative support staff.  Assignments are received from the Office Director in the form of broad instructions or general program objectives.
 
ILLUSTRATIVE TASKS
 
Researches and identifies potential funding opportunities that are compatible with Broward County’s mission and goals, and disseminates information about available external grants to all County departments, as appropriate.
 
Provides a full spectrum of technical assistance to departments to ensure quality in the planning, writing, program design, budget development, and evaluation of grant applications, and that all proposals are formatted, packaged, and submitted in accordance with granting agency requirements and federal, state, and local guidelines.
 
Guides and assists County agencies in securing all internal approvals required to submit grant applications and/or execute award documents.
 
Serves as a liaison between funding agencies, County Administration, County departments that receive grant funds, and agencies that provide support services (e.g., legal, finance, purchasing) in order to ensure compliance in accordance with County procedures, grant agreement terms, and agency requirements.
Develops and maintains a specialized database of grant-related information to track all funding opportunities, grant proposals, awards, and related statistical information.
Develops and maintains forms, policies, and procedures to ensure the implementation of a consistent grant application and management methodology across County departments.
Provides training to enhance the skills of County grant writers and managers, including quarterly meetings and ongoing workshops.
 
Serves as Broward County’s Single Point of Contact (SPOC) with the federal System for Award Management (SAM), Grants.gov, and eCivis, which includes updating registrations and authorizing users, as necessary.
Assigns, supervises, and reviews the work of professional and administrative grant staff.
 
Provides quarterly reports to County Administration detailing the status of grant applications and grant-related audits.
 
Performs related work as required.
 
KNOWLEDGE, ABILITIES AND SKILLS
 
Considerable knowledge of federal, state, local, and private sources of funding and the techniques of grant research.
 
Considerable knowledge of the grant application procedures and regulations for federal, state, and local governments.
 
Considerable knowledge of the standard principles and practices of grant management and their application to the administration of governmental affairs.
 
Considerable knowledge of the development and evaluation of grant programs.
 
Considerable knowledge of County departmental structure and functions and their inter-relationship within the organization, as well as with other levels of government.
 
Considerable knowledge of supervisory and modern office practices.
 
Considerable knowledge of workflow planning, computer-based applications used in research, such as statistical software and spreadsheet applications.
 
Ability to communicate effectively, both orally and in writing.
 
Ability to create presentations of data and/or research findings, including written reports, using computer based applications, spreadsheets, PowerPoint, and/or similar applications, as needed.
 
Ability to supervise and coordinate the work of professional and administrative support personnel.
 
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
 
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.
 
REQUIRED EXPERIENCE AND TRAINING
 
Master’s Degree from an accredited college or university with major course work in a field closely related to this assignment; five years progressively responsible experience in research, grant writing, and/or grant administration including four years supervisory and administrative experience; or any equivalent combination of relevant training and experience.
