NATURE OF WORK
This is specialized technical work in the enforcement and monitoring of emergency medical services ( EMS) grants and County contracts with approved ambulance providers and the ordinances regulating emergency and non-emergency medical transportation and services.
Responsible for reviewing ambulance transportation response reports and the corresponding billing for the ambulance providers under contract for such services within BrowardCounty. Also responsible for inspecting vehicles used within the county for advanced life support (ALS) and basic life support (BLS) transportation (ambulances) for vehicle safety and medical equipment. Also reviews the credentials of the personnel assigned to such vehicles to ensure they can provide the level of service appropriate to the classification of the vehicle and that their certification is current. Also reviews vehicle maintenance logs, staffing logs, and patient records, compilation of data for statistical analysis, and preparation of technical reports.
Assists in developing procurement and/or solicitation documents. Monitors or evaluates compliance with the terms of EMS contracts or grants and/or reviewing community agency adherence to established standards.
Employees in this class are expected to coordinate and manage operations with considerable independence, although major decisions are referred to an administrative or technical superior or the agency director for advice and direction. Supervision is received through conferences with an administrative or technical superior. Work is reviewed through conferences, reports, program achievements, and adherence to established policies and procedures.
Reviews ambulance transportation response reports and the corresponding billing for the ambulance providers under contract for such services within BrowardCounty for compliance with posted ambulance rates.
Reviews and verifies ambulance-billing reports using the parameters established for the forgiveness fee program.
Conducts field visits to inspect advanced life support (ALS) and basic life support (BLS) transport vehicles for compliance with state and BrowardCounty guidelines for such vehicles used by the contracted ambulance providers and to determine contractual compliance and efficacy of contracted programs in performing required activities and achieving outcomes.
Verifies the credentials of the personnel assigned to each unit for compliance with appropriate staffing levels for the contracted ambulance providers.
Maintains vehicle permit and inspection logs for the contracted ambulance providers.
Compiles periodic reports of the dollars expended and remaining by each of the contracted ambulance providers for the fee forgiveness program. Prepares reports regarding assigned contracts or grants.
Administers, monitors, and/or evaluates assigned EMS contracts and grants.
Prepares narrative and technical reports using basic computer office applications, including spreadsheets.
Prepares procurement or solicitation documents. Assists in development of monitoring and / or evaluation policies, procedures, and schedules. Assists in the review of solicitation or procurement responses.
Maintains contract-related data in hard copy and electronic formats.
Uses agency specific computer applications to record data and prepare statistical reports.
Performs related work as required.
KNOWLEDGE, ABILITIES, AND SKILLS
Knowledge of emergency medical vehicles, equipment, supplies, and operational procedures.
Knowledge of medical billing and general business accounting.
Some knowledge of the principles of management, organization, and administration.
Some knowledge of the standard practices in the fields of local government or public sector procurement, budgeting and accounting.
Some knowledge of best practices in monitoring and evaluation of contracts and grants.
Ability to communicate effectively orally and in writing.
Ability to learn the functions and operations of the unit to which assigned and to apply them effectively.
Ability to compile statistical information.
Ability to prepare technical and narrative reports.
Ability to use a personal computer and basic office software, including spreadsheet applications.

REQUIRED EXPERIENCE AND TRAINING
Associate degree from an accredited college or university with major course work in a field related to the area of assignment; four (4) years of experience in emergency medical services which includes two (2) years of experience in the administration of emergency medical services, including administering and/or monitoring grants or contracts, or any equivalent combination of relevant training and experience.
NECESSARY SPECIAL REQUIREMENT
Possession of a valid Florida Drivers License. Must be able to drive and to obtain authorization to drive on County business.
