NATURE OF WORK
This is technical work supervising the operation and maintenance of a large water or wastewater treatment plant.
Work involves the responsibility for the proper and efficient operation of assigned plant and its satellite facilities such as: ground and elevated storage, and meter/chemical feed systems. An employee in this class reviews routine plant procedures to maintain established standards. Supervision is exercised over subordinate technical supervisors and plant operators. Incumbent works with relative independence in carrying out assigned duties. Work is reviewed through conferences, reports, and observation of program effectiveness.
ILLUSTRATIVE TASKS
Directs and supervises the operations and maintenance of a large water or wastewater treatment plant, and coordinates system responsibilities such as: interconnects, auxiliary chemical and pumping facilities, water quality complaints, hydrant flushing and maintenance; and coordinates plant activities with other plant superintendents.
Provides guidelines to the Chief Plant Operator regarding scheduling, supervision, and other personnel matters.
Evaluates and interprets a multifaceted data network concerning water or wastewater treatment plant operations to assure all regulatory requirements are met so as to meet the needs of the customer while maintaining public health ensuring the environment is protected.
Is responsible for successful implementation of the directions and policies conveyed by the administrative supervisor; maintains established standard procedures.
Trains or provides training for all plant personnel in job aspects.
Institutes corrective procedures, when needed, due to emergencies or as a result of plant expansions, to continue or restore normal operations and ensure public safety.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the theory and principles governing the operation of large water or wastewater treatment plants of the type of plant to which assigned.
Considerable knowledge of computerized operations monitoring and control systems.
Considerable knowledge of the repair and maintenance practices of the mechanical and electrical equipment and machinery utilized in the assigned plant facilities.
Considerable knowledge of the occupational hazards and safety precautions involved in the work.
Knowledge of the principles and practices of human resource management.
Ability to supervise and participate in the preparation of comprehensive plant operating reports.
Ability to supervise subordinate plant operation personnel.
Ability to detect improper operating characteristics in equipment of processes and to initiate necessary remedial action.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
DESIRABLE EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in civil or environmental engineering, biology, chemistry, environmental science, bacteriology or related field; considerable experience in the operation of water or wastewater treatment plants, including considerable supervisory experience; or any equivalent combination of training and experience.
NECESSARY SPECIAL REQUIREMENT
Possession of an advanced A Plant Operator's Certification as issued by the State of Florida in either water or wastewater as required.
