NATURE OF WORK
This is advanced professional and supervisory work managing a program/s related to affordable housing. Work involves planning, marketing, implementation, and managing one or more County housing programs, such as the Guaranteed Loan, Guaranteed Construction Loan, Public Home ownership, Pre-qualification programs, SHIP, Construction Management, and/or Program Reporting. Depending upon area of assignment, work may also include ensuring that existing financed projects are in compliance with federal and divisional regulations and policies and/or planning and implementing marketing or outreach strategies. Employees in this class supervise professional and/or support staff. Work is performed with considerable independent judgment and is reviewed through status reports and staff meetings.
Manages and is responsible for the origination and tracking of applications of assigned housing program/s.
Acts as a liaison between applicants, realtors, and lending institutions and/or other community partners.
Depending upon area of assignment, develops, reviews, and presents developer financial packages for tax-exempt bonds, taxable bonds, HFA guaranteed loan, HFA Affordable Housing Development Program/s, etc.
May participate in negotiations with banks and other lending institutions in the establishment of various loan programs. May serve on the Loan Review Committee. Resolves issues with lenders.
Establishes internal controls and develops and maintains systems to monitor program goals, participation, and outcomes.
Prepares program and management reports.
Trains and supervises staff assigned to the program/s or area of assignment, assigning work and reviewing work products. Conducts performance appraisals.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of real estate lending requirements, practices, and interpretation of underwriting guidelines.
Thorough knowledge of all current tax requirements and financing structures relating to mortgage banking.
Ability to monitor multifamily projects under federal guidelines, rules and procedures.
Ability to communicate clearly and concisely, both orally and in writing.
Ability to make effective program decisions and to solve problems.
Ability to establish and implement marketing strategies.
Ability to supervise and appraise the performance of subordinates.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in business administration or finance or closely related field; (6) six years of experience in housing programs and public financing which includes (4) fours years of supervisory experience; or any equivalent combination of relevant training and experience.
