NATURE OF WORK
This is advanced professional and highly responsible administrative work in developing implementing and managing recovery and mitigation programs for the Broward Emergency Management Division (EMD). Position incumbent manages pre-disaster and post-disaster recovery and mitigation programs and reviews responsibilities of county departments, divisions, municipalities, and stakeholder agencies to ensure compliance with the Broward County Comprehensive Emergency Management Plan (CEMP), the Local Mitigation Strategy, the County Recovery Plan as well as state and federal guidelines.
Work is performed with considerable independent judgment within established guidelines. Performance is reviewed by an administrative superior for conformance to established policy.
Plans, develops, and supervises programs and strategies to incorporate recovery policies into county government plans and ordinances.
Plans, develops and provides support to local governments for recovery programs – damage assessment, individual and public assistance, financial reimbursement, hazard mitigation, disaster housing, debris management and other related activities.
Develops and maintains programs and strategies to create partnerships to enhance recovery operations; manages logistical coordination and support of distribution sites and recovery centers; develops and maintains resource management plans/programs.
Plans, administers and participates in exercises, drills and activities designed to improve response and recovery capabilities.
Coordinates emergency response and recovery activities with state, county and municipal authorities as the County Recovery Chief in the activated Emergency Operations Center (EOC).
Develops and implements a comprehensive program of education, awareness and outreach on mitigation and recovery for public and private sectors to reduce risks; implements training for local governments and related organizations for damage assessment, disaster assistance procedures and recovery plan development.
Delivers presentations to government officials and the general public on preparedness for emergency events, recovery, evacuation and debris management.
Functions as the Duty Officer, on a rotating basis, providing the 24-hour emergency point of contact for the Division; provides appropriate referral or information to inquirers and responds appropriately to those situations requiring further intervention by the EMD and/or the EOC.
Manages mitigation grant requests for the Division; coordinates preparation of grant proposals and writes grant applications, as needed; prepares reports, procedures and documentation that support mitigation and recovery functions.
Supervises subordinate and support staff in the performance of mitigation and recovery functions.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of emergency management and public safety principles, procedures, practices and regulations.
Thorough knowledge of state, federal and local laws, ordinances, and regulations governing the recovery and financial reimbursement process.
Thorough knowledge of policies, procedures and requirements of recovery programs and disaster operations and in providing disaster recovery assistance.
Thorough knowledge of the Incident Command System (ICS) and the National Incident Management System (NIMS).
Considerable knowledge of the principles of management, organization, administration, supervision, and urban and regional planning.
Knowledge of personal computers and effective procedures for their use.
Ability to analyze facts and exercise sound judgment in the decision making process.
Strong interpersonal skills and the ability to effectively communicate in both oral and written forms to prepare accurate, concise, complete, and informative materials.
Ability to interact effectively in large or small groups as well as with a wide range of individuals in a diverse environment.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four (4) year college or university with major course work in public or business administration or field related to emergency management; six (6) years experience in administration and planning of emergency mitigation and recovery operations including four (4) years experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
NECESSARY SPECIAL REQUIREMENT
Possession of a valid Florida driver’s license.
Proof of completion of the following incident command courses must be submitted by date of hire:

FEMA ICS-200: Incident Command System (ICS) for Single Resources and Initial Action Incidents
FEMA ICS-300: Intermediate Incident Command System (ICS) for Expanding Incidents
FEMA ICS-400: Advanced Incident Command System (ICS), Command & General Staff/Complex Incidents
FEMA IS-700: National Incident Management System (NIMS) – An Introduction
FEMA IS-800: National Response Framework - An Introduction
