DIRECTOR OF CIVIL RIGHTS

NATURE OF WORK

This is highly responsible management and administrative work in planning, organizing and directing the activities of the Civil Rights Division of the Office of Equal Opportunity.

Work involves responsibility for the administration, supervision and direction of the Civil Rights Division and one advisory board.

Position incumbent uses independent judgment in planning, implementing and monitoring new programs.

Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior.

Performance is reviewed periodically through conferences and written reports.

 

  ILLUSTRATIVE TASKS

Administers the County's civil rights, equal opportunity, affirmative action and disability affairs programs; directs the planning, scheduling and coordination of divisional activities.

Develops policies, procedures and priorities to meet established goals.

Develops, implements and maintains strategic, fiscal and capital improvement plans for the Civil Rights Division.

Prepares and monitors division budget and prepares special reports as required.

Plans and implements special programs and studies as directed by the advisory board.

Negotiates contracts with federal agencies, private employers, landlords and attorneys.

Monitors affirmative action plans and settlement agreements for private businesses and housing providers to ensure compliance.

Attends conferences and public and professional meetings.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of affirmative action, equal/fair employment, fair housing and disability accessibility.

Thorough knowledge of all federal, state and local regulatory requirements applicable to equal/fair employment, housing, disability accessibility and affirmative action.

Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the federal, state and local legislative process.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to plan, implement, and coordinate technical and administrative programs.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, age, sex, national origin disability, political affiliation, marital status or sexual orientation.

 

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four-year college or university with major course work in Public or Business Administration, Law, Personnel or related field; six (6) years experience in equal opportunity or compliance work, including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
