DIRECTOR OF HIGHWAY CONSTRUCTION/ENGINEERING

NATURE OF WORK

This is highly responsible management and administrative work in planning, organizing and directing the activities of the County's Highway Construction and Engineering Division.

Work involves responsibility for the administration and direction of a full service highway construction and engineering program. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Administers the County's Transportation Capital Program; directs through subordinates the planning, scheduling and coordination of divisional activities; develops policies, procedures and priorities to meet established goals.

Develops, implements and maintains strategic, fiscal and capital improvement plans for the Division.

Prepares and monitors division budget and prepares special reports as required.

Coordinates and monitors all phases of contract administration.

Confers with county officials, contractors, vendors, civic leaders and the general public regarding divisional operations, and addresses public groups.

Attends conferences and public and professional meetings.

Serves on administrative and technical committees relating to urban transportation.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of civil engineering as applied to the planning and design of urban highway and bridge projects.

Thorough knowledge of all federal, state and local regulatory requirements applicable to engineering, surveying and land development.

Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to plan, implement, and coordinate technical and administrative programs.

Ability to plan, organize and coordinate work where numerous diverse demands are involved.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in civil engineering, engineering or related field; six (6) years experience in highway design, construction and project management including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.

NECESSARY SPECIAL REQUIREMENT

Registration as a Professional Engineer in the State of Florida.
