DIRECTOR OF CHILDREN'S SERVICES ADMINISTRATION

NATURE OF WORK

This is highly responsible, professional and administrative work in planning, organizing and directing the activities of the County's Children's Services Administration Division. Work requires extensive knowledge of local, county, state and federal human service and social service structures, policies and procedures. Assignments are received in the form of broad policy statements with wide latitude for determining methods and procedures. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Directs the operations of the County's Children's Services Administration Division which includes providing administrative support for the Children's Services Board.

Responsible for liaison with boards and councils associated with Division function and target population.

Prepares proposed and final budgets for the division for presentation to the department director.

Develops, implements and maintains strategic and fiscal plans for the Division.

Acts as contract administrator for funds allocated by the state and federal government for provision of service.

Coordinates the activities of the Division with those of other County divisions, as well as local, state, federal and private not-for-profit organizations with comparable organizational directives.

Sits as County representative on various community boards of directors; participates in local and statewide meetings.

Reviews existing service programs in relationship to citizens' needs and is responsible for reorganization with departmental and County Administrator's approval.

Attends conferences and public and professional meetings.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of administering the provision of services to children.

Thorough knowledge of human and social services delivery systems, principles and practices.

Thorough knowledge of the principles of management and their application to the administration of governmental affairs.

Thorough knowledge of the principles and practices of public and business administration.

Thorough knowledge of the basic budgetary principles and procedures.

Ability to exercise judgment and discretion in establishing, applying and interpreting division policies and procedures.

Ability to initiate and implement administrative programs and procedures and to evaluate their effectiveness.

Ability to direct the operation of assigned programs.

Ability to carry out complex oral and written instructions.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, gender, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in the social sciences, public or business administration, or related field; thorough experience in administering the provision of services to children, including considerable high level supervisory and administrative experience; or any equivalent combination of training and experience.
