DIRECTOR OF WATER AND WASTEWATER FISCAL OPERATIONS

NATURE OF WORK

This is highly responsible supervisory and administrative work in planning, organizing and directing the activities of the Water and Wastewater Fiscal Operations Division in the Water and wastewater Services Division.

Work involves responsibility for the administration and direction of all financial operational activities for county-owned and operated water, wastewater and water management utilities and related facilities. Position incumbent provides guidance to user divisions for the preparation of annual operations and maintenance, budgets and capital budgets, as well as directing subordinates in the preparation of financial statements, establishment and application of rates and charges, and development of financial policies in accordance with bond resolutions. Work includes developing and implementing policies and programs assuring continuity, internal control and coordination of fiscal activities. Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Directs through subordinates the planning, scheduling and coordination of divisional activities; develops policies, procedures and priorities to comply with county, state and federal laws, GAAP, and established goals and objectives.

Develops, implements and maintains complex financial reporting and accounting control systems.

Develops financial policies in accordance with pertinent bond resolutions and intergovernmental agreements.

Administers the development, implementation and maintenance of operating and capital budgets, rates, fees and changes, and billing and collection of revenues.

Administers various Water and Wastewater Services programs, including customer service, contract administration and procurement of materials and services.

Represents the County before community groups, service organizations and civic committees.

Attends conferences and public and professional meetings.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of finance and debt management.

Thorough knowledge of all federal, state and local regulatory requirements applicable to utility financial management.

Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to plan, implement, and coordinate administrative programs.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in finance, accounting or related field; six (6) years experience in utility financial management including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.

NECESSARY SPECIAL REQUIREMENT

Licensed as a certified Public Accountant in the State of Florida.
