DIRECTOR OF POLLUTION PREVENTION, REMEDIATION AND AIR QUALITY

NATURE OF WORK

This is a responsible professional and administrative work assisting in directing programs to eliminate the contamination to the environment from hazardous materials. These programs include hazardous materials facilities licensing, storage tank facilities licensing, storage tank inspection (DER Compliance Verification Program) chemical contamination clean-up and remediation, petroleum storage tank remediation (DER EDI Program) superfund site remediation and coordination, emergency response/Sara Title III, solid waste facilities licensing, pollution prevention and environmental planning and evaluation.

Work involves planning, directing and coordinating divisional activities. Employee in this class supervises professional and administrative subordinates involved in divisional operations. Assignments are received from the Director and Deputy Director of the Environmental Protection and Growth Management Department in the form of broad instructions or general program objectives. Work is performed with considerable independent judgement with established guidelines. Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Develops and implements divisional policies, procedures and programs; makes recommendations; develops program goals and objectives.

Plans, directs and supervises the activities of professional and administrative staff; coordinates divisional budgets, purchasing, personnel and record keeping activities.

Makes budget recommendations and directs the preparation of the division budget.

Confers with county officials, contractors, vendors, civic leaders and the general public regarding divisional operation; addresses public groups; attends professional meetings.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the current principles, practices and procedures of environmental sciences, including chemistry, geology, hydrology, or engineering.

Considerable knowledge of the applicable laws, regulations, and procedures related to environmental sciences, chemistry, geology, hydrology, and engineering.

Considerable knowledge of the principles of supervision, organization and administration.

Considerable knowledge of budget preparation and administration.

Ability to plan, direct, and supervise division operations and activities.

Ability to analyze facts and exercise sound judgements in decision making.

Ability to communicate effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in environmental sciences, chemistry, geology, hydrology, engineering, or related field; six (6) years progressively responsible experience in applied environmental science, chemistry, geology, hydrology, or engineering, including four (4) years experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
