DEPUTY DIRECTOR OF ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT

NATURE OF WORK

This is complex, professional administrative work in the County’s Environmental Protection and Growth Management Department.

Work involves responsibility for assisting the director in environmental and growth management functions for the County. Work also includes the responsibility for assisting in the administration of a variety of divisions associated with environmental protection, urban planning and redevelopment. Responsibilities require a thorough knowledge of the operations of the County governmental system and its financial structure. Assignments are received in the form of broad policy statements, with latitude for determining methods and procedures. Work is subject to review by the Department Director for determining adherence to the County's established ordinances, rules and administrative regulations.

ILLUSTRATIVE TASKS

Oversees strategic planning, redevelopment, growth management, and environmental protection activities.

Establishes and manages cross-divisional special project teams made up of employees from across the department on an as-needed basis.

Assists in directing the administrative operations of the County's Environmental Protection and Growth Management Department.

Assists in developing and implementing policies, procedures and programs.

Makes budgetary recommendations and assists in preparing and monitoring the Departmental budget.

Oversees the preparation and implementation of specific plans and programs.

Represents the office at conferences and public and professional meetings.

Acts for the Department Director in his/her absence.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of environmental protection, urban and regional planning.

Thorough knowledge of the State of Florida comprehensive planning requirements as well as the federal and local regulatory requirements relating to environmental protection and growth management issues.

Considerable knowledge of the principles and practices of supervision, organization and administration.

Considerable knowledge of the funding process in a municipal environment as related to budgeting, cost accounting and financial planning and administration.

Ability to exercise judgment and discretion in establishing, applying and interpreting departmental policies and procedures.

Ability to plan, implement and coordinate technical and administrative programs.

Ability to think analytically and creatively and operate within a complex legal and political environment.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four-year college or university with major course work in engineering, planning, chemistry, environmental science, biology, or related field; six (6) years recent professional experience in local government planning or environmental protection, including four (4) years of high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
