DIRECTOR OF COMMUNITY PARTNERSHIP

NATURE OF WORK

 

This is highly responsible, professional and administrative work in planning, organizing and directing the activities of the County's Community Partnership Division. The Community Partnership Division is responsible for planning, coordinating, administering and evaluating a comprehensive and coordinated array of human services programs including behavioral health, healthcare, HIV/AIDS and homeless services. These services are developed within a system of care model and include some direct services but are predominately contractual. Collaborative partnerships are developed, maintained and fostered with other funding entities, governmental agencies non-profit and for-profit organizations and faith based organizations. Responsibility requires extensive knowledge of local, county, state and federal human service and social service structures, policies and procedures pertaining to program areas assigned to the Division, such as those dealing with children’s services, homelessness, and health care services.

 

Work involves responsibility for administration and direction of a comprehensive array of programs, as well as management of contracted services for various populations that fall under the scope of work of the Division. The incumbent also assists the Department and advises on the formation of County policies and procedures pertaining to Department and Division programs and services. Work also involves providing administrative support to various Boards appointed by the County Commission, such as the Children's Services Board and the Homeless Initiative Partnership Advisory Board.  

 

Assignments are received in the form of broad policy statements with wide latitude for determining methods and procedures. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.

 

ILLUSTRATIVE TASKS

 

Assists the Department Director in formulating policies and procedures related to assigned program areas.

 

Attends conferences and public and professional meetings.

 

Coordinates the activities of the Division and its sections with those of other County Divisions, as well as local, state, federal and private for-profit and not-for-profit organizations with comparable organizational directives.

 

Coordinates the standardization of operating systems within the Division; implements a quality assurance management strategy to promote and ensure excellence of service delivery and sound internal controls.

 

Develops a coordinated, unified, strategic plan for Broward County government to meet needs related to assigned program areas.   Develops formal collaborative agreements with local not-for-profit organizations, Broward County School Board and other local, state and federal agencies involved assigned program areas.

 

Directs the operations of the County's Community Partnership Division and its various units and/or programs and other assigned County programs and services, including the design and development of appropriate systems to administer services.

 

Manages contract administrator for funds allocated by the Board of County Commissioners for private for-profit and not-for-profit organizations as well as the state and federal government for assigned program areas.

 

Plans, directs and administers the Division with emphasis on development and monitoring of programs, policies, procedures, and subordinate staff consistent with County and regulatory standards and departmental goals and objectives.

 

Plans, directs, coordinates, and administers services for comprehensive, coordinated and continuous behavioral healthcare, healthcare and homeless services with specialized services for children for the underserved and uninsured residents of Broward County.

 

Prepares proposed and final budgets for the Division for presentation to the Department Director. Manages approved budgets throughout the fiscal year.

 

Recommends and implements organizational and administrative changes. Reviews existing services and programs in relationship to community and/or citizen needs and is responsible for reorganization with departmental and County Administrator's approval.

 

Represents the County on various community boards and councils and is responsible for liaison with appointed Boards and councils associated with Division functions and target populations.

 

Reviews legislation affecting the Department and/or the Division and the delivery of services. Advises management on policy and/or operational changes. Advises the Department Director and administrative team on needed legislation.

 

Seeks out and develops new alternatives and resources to implement the Department’s strategic plan and supports the Human Services Department Business Plan and implements the areas related to the Division.

Ability to work collaboratively, and have a command of public sector regulations, laws, rules, policies, and processes related to public sector budgeting, realignment funding/projections, and administrative support functions.

REQUIRED EXPERIENCE AND TRAINING

 

Bachelor’s degree from an accredited college or university with major course work in the social sciences, public or business administration, or other field closely related to the area of assignment; six (6) years of experience in programmatic and fiscal management of social/human service delivery systems which must have included four (4) years of experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
